The verdict was handed down in the Oryol Partisans case

On June 28, 2012, in Orel, the 3rd district military court delivered a verdict in the case of members of the far-right Oryol Partisans group .

Recall that the head of the group, Major Federal Security Service (FSO) Viktor Lukonin and 11 young people aged 17 to 24 years, who were accused of setting fire to a police stronghold in September 2009, attempted murder of natives of Armenia in April 2010 (subsequently one of the victims Samvel Ngoyan died), arson police in the Soviet, Zheleznodorozhny, Northern districts of the city in June-July 2010 (in particular, the arson of the district police station 19 July 2010 on 4th Kurskaya Street) and undermining the building of the prosecutor's office Zheleznodorozhny district of the city of Orel July 16, 2010, organizing an explosion in cafe "Indira" August 5, 2010.

Depending on the role of each, they are found guilty of committing crimes under Part 4 of Art. 111 of the Criminal Code of the Russian Federation (deliberate infliction grievous bodily harm resulting in death by negligence victim), part 3 of Art. 30 p. "b" part 3 of Art. 111 of the Criminal Code of the Russian Federation (attempt on intentional infliction of grievous bodily harm), paragraphs “a”, “c” part 2 of Art. 205 of the Criminal Code of the Russian Federation (terrorist act), part 3 of Art. 30, p.p. "a", "e", "l" part 2 Art. 105 of the Criminal Code of the Russian Federation (attempted murder based on national hatred), part 1 of Art. 280 of the Criminal Code of the Russian Federation (public calls for the implementation extremist activity), Part 2 of Art. 213 of the Criminal Code of the Russian Federation (hooliganism, committed motivated by hatred against a social group – law enforcement officers), h.h. 1, 2, 3 st. 222 of the Criminal Code of the Russian Federation (illegal acquisition, transfer, sale, storage, transportation or carrying weapons, their main parts, ammunition, explosives and explosive devices), Part 3 of Art. 223 of the Criminal Code of the Russian Federation (illegal production explosive devices and explosives), Part 2 of Art. 167 of the Criminal Code of the Russian Federation (intentional destruction or damage to property). We note that, from our point of view, the defendants were wrongfully convicted under Part 2 of Art. 213 of the Criminal Code of the Russian Federation, since law enforcement officers are not among the vulnerable groups that fall under the protection of anti-extremist legislation; other articles are provided for their protection in the legislation.

The court did not find in the actions of the defendants Art. 282 of the Criminal Code of the Russian Federation (inciting national hatred) and Art. 209 of the Criminal Code of the Russian Federation (banditry).

The court sentenced Viktor Lukonin to 14 years in prison, Ilya Bagrov, Vladimir Artamonov, Artur Zharkikh sentenced to 16, 12 and 11 years' imprisonment respectively serving a sentence in a strict regime correctional colony each.  Anton Gavrin was sentenced to 7 years in prison correctional colony of general regime. Sergey Savoskin and Igor Shelaev sentenced to 5.5 and 1.5 years in prison conditionally. The remaining four were sentenced to terms ranging from 1.9 to 1.10 years in prison, which the court set off as actually served during the period of the measure restraint in the form of detention. Among those released was Denis Konstantinov, who appeared in the case as one of the ideologists of the "partisans", and former secret service lieutenant Dmitry Kalenov, who was suspected of complicity in the murder. He left the courtroom OMON protection, as he feared attacks from the relatives of the deceased S. Ngoyana. Anton Kulagin, who was accused of supplying weapons, was fully acquitted. The friends of the defendants, who were sitting in the hall, greeted the verdict with rejoicing.

Lawyers for those sentenced to real terms The defendants announced their intention to appeal the decision of the court. "The court did not take into account that my the client fully admitted guilt in causing grievous bodily harm and in this part cooperated with the investigation. Also, I find it unproven his participation in one of the arsons imputed to him as a result," Ilya Bagrov's lawyer said.
