On July 9, 2012, the Investigative Committee of the Investigative Committee of the Russian Federation for the Omsk Region opened a criminal case under Part 1 of Article 282 of the Criminal Code of the Russian Federation (incitement of national hatred) against a local resident (born 1958) on the fact of xenophobic publications in social networks “In the circle of friends and My World.
Publications in the networks were discovered by the employees of the Center "E" of the police of the Ministry of Internal Affairs of Russia in the Omsk region during the monitoring of the Internet. The information on the resources was freely available to regional and international users. During the complex of operational-search activities, the user who posted these publications was identified; earlier, a criminal case had already been initiated against him for committing a similar crime.
Printed texts containing extremist statements underwent a linguistic study at the Forensic Expert Center of the Police of the Ministry of Internal Affairs of Russia in the Omsk Region. The chief expert of the ECC UMVD issued certificates with conclusions about the presence of "signs of extremism" in the files.
