August 3, 2012 at the meeting The State Council of Tatarstan adopted a draft law “On introducing amendments to the Law of the Republic of Tajikistan "On Freedom of Conscience and Religious Associations".
Council members propose to change paragraph 1 of Art. 11 (creation of religious organizations), allowing to become founders religious organization in Tatarstan, not only to the residents of the republic, but to all residents of Russia. Article 27 (labor relations in religious organizations) was supplemented the right to form professional associations unions of citizens working in religious entities under an employment contract .”
Art. 17 (internal establishment of religious organizations) are character of prevention of extremism in the republic.
State Council proposes obliging religious organizations to appoint or elect clergy only from among those who received religious education in Russia, as well as to develop criteria that will provide " canonical the unity of the dogma specified in the charter of a religious organization .” By Council members believe that these measures will “ ensure intra-confessional unity of a religious organization ”.
On August 6, 2012, the law was signed by the President of Tatarstan.
We recall that the law of the Republic Tatarstan "On freedom of conscience and religious associations" was adopted on July 14 1999, changes were made on September 27, 2011.
