On August 6, 2012, the Investigative Committee of the Russian Federation for the Rostov Region announced that a criminal case under paragraph “b” of Part 2 of Art. 282 of the Criminal Code of the Russian Federation (incitement of hatred or enmity, as well as humiliation of human dignity using one’s official position) against the deputy head of the Novocherkassk city administration, Vladislav Zhuravlev.

Let us recall that the deputy head of the city, speaking on June 16, 2010 at a gathering of Cossacks in the Srednyaya village, “ made statements aimed at encouraging representatives of the Cossacks to take illegal actions against natives of the Caucasian republics living in the city of Novocherkassk .”

Let us also recall that earlier the prosecutor's office of Novocherkassk submitted a proposal to the head of the city administration demanding that V. Zhuravlev be brought to disciplinary liability for these statements.
