The Department of Information and Public Relations of the Ministry of Communications of Kommersant confirmed that they are considering this possibility: “The cost of the subscriber’s calls should be calculated on the tariffs of the region in which the subscriber is at the time of the call,” the Ministry of Communications noted.
If the subscriber from Ulyanovsk went to Kazan, he can make calls on local tariffs there, without "roaming allowances", follows from the recordings in the minister’s microblog. “But if you call from Kazan to Ulyanovsk, then there will be a fee for a long -distance call. But the same as all Kazan, calling in Ulyanovsk,” continued Nikiforov.
In correspondence with readers of his microblog, the minister did not agree with the assumption that this would lead to an increase in contact tariffs.

According to Denis Sverdlov, Deputy Minister of Communications, the new draft of the Law "On Communications" so far exists in the form of an idea, the details of the interaction of operators and subscribers will be developed by a working group, which will include, in particular, cellular operators and the Federal Antimonopoly Service (FAS).
