In the new Law "On Communications", which the Ministry of Communications plans to submit to the State Duma in the spring of 2013, there will be no roaming within the country. This was written on Monday night on his Twitter, the head of the Ministry of Communications Nikolai Nikiforov.

The Department of Information and Public Relations of the Ministry of Communications of Kommersant confirmed that they are considering this possibility: “The cost of the subscriber’s calls should be calculated on the tariffs of the region in which the subscriber is at the time of the call,” the Ministry of Communications noted.

If the subscriber from Ulyanovsk went to Kazan, he can make calls on local tariffs there, without "roaming allowances", follows from the recordings in the minister’s microblog. “But if you call from Kazan to Ulyanovsk, then there will be a fee for a long -distance call. But the same as all Kazan, calling in Ulyanovsk,” continued Nikiforov.

In correspondence with readers of his microblog, the minister did not agree with the assumption that this would lead to an increase in contact tariffs.

Rostelecom’s mobile business has only 35 regions, and in other regions its tariffs depend on partners. How will this be regulated? MTS considers the current scheme fair, says MTS representative Dmitry Solodovnikov. When the subscriber leaves outside the home region, the operator has additional expenses: according to the law, the mobile operator is obliged to carry out such a call through a long -range operator and a zone operator. Pays these costs by a departing subscriber.

Operators in each region have not one, but several tariff plans. Which of the tariffs will be paid by subscribers from other regions, the department has not been specified. According to Denis Sverdlov, Deputy Minister of Communications, the new draft of the Law "On Communications" so far exists in the form of an idea, the details of the interaction of operators and subscribers will be developed by a working group, which will include, in particular, cellular operators and the Federal Antimonopoly Service (FAS).
