On August 24, 2012, the Tverskoy Court of Moscow partially satisfied the claim of the leader of the "All-Russian People's Militia named after Minin and Pozharsky" (NOMP), Colonel of the Main Intelligence Directorate (GRU) in resignation of Vladimir Kvachkov and collected from the Ministry of Finance 450 thousand rubles as compensation for moral damages for criminal prosecution in the case of an attempt on the life of Anatoly Chubais, ex-head of RAO UES of Russia.
Kvachkov demanded to recover 50 million rubles. Oksana Mikhalkina, Kvachkov's lawyer, told journalists that she intends to appeal this court decision and seek real compensation for moral damage. Earlier, the lawyer reported that the amount of the claim was calculated from the fact that Kvachkov was prosecuted for almost 70 months. “ The persecution lasted 69 months, we estimated each hour at a thousand rubles, it turned out to be 50 million 200 thousand rubles. If the judge considers the amount excessive, let him justify it ,” the lawyer said.
It should be reminded that in September 2010, a verdict of not guilty was passed in the case of the attempted assassination of A. Chubais, which entered into force in December of the same year, when the Supreme Court rejected the cassation appeal of the prosecutor's office. In April 2012, the Judicial Collegium for Criminal Cases of the Supreme Court of the Russian Federation recognized as lawful the decision of the Moscow Regional Court , which ordered the prosecutor's office to apologize to Kvachkov for unreasonable criminal prosecution on accused of attempting Chubais.
According to determination of the collegium, the presentation of the prosecutor's office that challenged the form apology, left unsatisfied. Kvachkov has already received apologies, but, in his opinion, they not made according to the law.
We also recall that in January 2011, V. Kvachkov was charged with attempting to prepare an armed rebellion and assisting terrorist activities.
