Seminar in St. Petersburg on freedom of speech and anti-extremism

September 13, 2012 at the Northwestern branch of the Russian Academy justice, a seminar was held on “Problems of restricting freedom of speech when counteracting hate crimes”, organized by the Branch and the organization “Civil control". The seminar was led by the Chairman of the "Civil Control" Boris Pustyntsev and Associate Professor Department of Criminal Law of the Russian Academy of Justice Elena Topilskaya.

On Roy Austin, Assistant Attorney General of the United States, Department of Civil Rights, Joachim Kresch, Head of Department, Ministry of the Interior, Mecklenburg-Vorpommern, Olga Korshunova, Professor of the St. Petersburg Law Institute (branch) of the Academy General Prosecutor's Office of the Russian Federation, Anita Soboleva, chief expert of the organization YURIKS, Alexander Verkhovsky and Natalia Yudina, SOVA Center, Irina Levinskaya, moderator researcher at the St. Petersburg Institute of History of the Russian Academy of Sciences and Dmitry Dubrovsky, lecturer at the Smolny Institute.

took place interesting exchange of views on issues such as the principle of legal certainty in relation to anti-extremist legislation, various aspects of application involvement of experts, possible approaches to defining the boundaries of freedom of speech in cases of incitement to hatred.
