October 3, 2012 year in Warsaw in the session "Tolerance and non-discrimination II", held within the framework of the annual OSCE conference, by an expert of the Information and Analytical SOVA Center presented an analytical report. We publish recommendations of the SOVA center presented at the conference together with the speech of our representative.
We recommend:
OSCE:
Summarize and disseminate the experience of integrated countering groups that practice racist violence - from investigating individual crimes until the detection and destruction of the infrastructure of these groups - isolation of funding sources, identification of organizers and coordinators violent actions, etc. If necessary, conduct an international expert seminar on this topic.
Organize a seminar for law enforcement officers bodies of different countries, dedicated to summarizing the successful experience of collecting information and statistics on hate crimes.
To OSCE participating States:
Make more active use of information from non-governmental organizations engaged in the systematic monitoring of the activity of racist groups. Despite differences in methodological and even political character, such cooperation can be very productive.
Set up a legislative framework covering hate crimes and related activities, including public incitement, organizing, financing, etc. Legislation should focus law enforcement efforts on prosecution in the first place turn of the most dangerous crimes against the person. The same should contribute to the rules and regulations adopted within these bodies.
Change the system of recording crimes so that suspicion on the motive of hatred could be fixed at any stage, including the most early.
Publish statistics on hate crimes, highlighting their different types, regions, the number of victims. Official statistics should be based on the results of the trial (as in proven cases, and not proven), and not on the number of instituted criminal cases.
Participate more actively in the employee training program police - TAHCLE.
