The authors of the bill propose to compile a " list of places where holding public events is initially prohibited .” These include territories of temples and other religious sites, places of pilgrimage and territories adjacent to them, stations, airports, shopping centers, sidewalks, stops, hospitals and playgrounds.
At the same time, it is proposed to allow rallies in suburban Hyde parks, where up to 100 people can gather without the consent of the authorities.
The deputy from the Communist Party of the Russian Federation Alexander Naumov suggested that the appearance amendments to the law may be related to the case "Pussy Riot.
