Since December 20, 2012, schools in the Stavropol Territory have introduced uniforms. The decree of the regional ministry states that “clothing must be of a classic design - girls without a low waist, without cleavage and open navels,” and it is allowed to wear jumpers, sweaters and pullovers in the cold season, but trousers are prohibited. Demonstration of religious affiliation and the use of symbols of youth subcultures are not permitted.
Let us recall that the adoption in October 2012 of a resolution by the government of the Stavropol Territory, which established a similar school dress code, was the result of opposition to the wearing of hijabs and headscarves by young Muslim girls.
The authorities of the Astrakhan region made a similar decision in early December 2012.
