requirements are not always, in our opinion, legitimate.
This document combines the news about the blocking of sites,
for which we have no reason to believe that law enforcement agencies
exceeded their powers.
Those cases when it comes to blocking access to the site, on
on which there are no materials included in the Federal List, or on which such
materials are an atypical exception (for example, in the network

- At the end of December 2013, the Kirovsky District Court of Saratov, at the suit of the city prosecutor, ordered the Saratov branch of Rostelecom to restrict users' access to an Internet resource with extremist materials. The court instructed providers to add rules to filter the IP addresses of a dangerous site on the border router. The prosecutor's office found in the public domain the material "Oh, sisters! It's your turn - the men are sleeping! What should a true Muslim be like?" from the Federal List of Extremist Materials. The representative of Rostelecom did not recognize the claim at the court session, insisting that the company was an improper defendant in the case. To date, there is a legal possibility, if prohibited information posted on the site is detected, to apply through the official portal to Roskomnadzor with an application for inclusion of this resource in the unified register or to go to court against the owner of the site with a demand to recognize the information as prohibited and include the resource in the unified register. But the court recognized the arguments of the defendant as untenable and satisfied the claim.
- On December 24, 2013, the prosecutor's office of the Kalininsky district of the city of Cheboksary announced that it had submitted a proposal to the head of Internet Center LLC to eliminate violations of the law on countering extremist activity. Based on the results of its consideration, access to sites with extremist materials posted on them was blocked, and the person guilty of the violations was brought to disciplinary responsibility.
Earlier, the prosecutor's office discovered during the audit that in the "Internet Salon 24 Hours", located on Traktorostroiteley Avenue in Cheboksary, an agreement was concluded with LLC "Internet Center" for connecting to the Internet in order to provide services for the population to access this network. At the time of the check, Internet Center LLC subscribers had free access to literary works included in the Federal List of Extremist Materials.
- On December 17, 2013, the Prosecutor's Office of the Novosibirsk Region announced that it had discovered 17 Internet resources recognized by the court as extremist materials and included in the federal list of extremist materials. Based on the results of the audit, the prosecutor of the Novosibirsk region filed a lawsuit with the Oktyabrsky District Court of Novosibirsk against ZAO RTComm-Sibir to restrict Internet users' access to the identified materials. The court satisfied the demands of the prosecutor in full and ordered the telecom operator CJSC RTComm-Siberia to restrict access to the Internet resources indicated in the lawsuit no later than 5 working days from the date the court decision entered into force.
- On December 18, 2013, the Prosecutor's Office of the Leninsky District of Tyumen announced that it had sent claims to the Tyumen branch of OJSC Rostelecom to restrict access to Internet resources containing "extremist materials". The Leninsky District Court of Tyumen fully satisfied the demands of the prosecutor's office. Earlier, during the prosecutor's check, it was established that there were two resources on the Internet that hosted materials from interregional movements that were recognized as extremist by court decisions and their activities were banned in Russia.
- On December 13, 2013, the prosecutor's office of the city of Megion of the Khanty-Mansiysk Autonomous Okrug announced that during the monitoring it had discovered a website with extremist materials. The Internet provider OJSC Rostelecom provides the technical possibility of access for users in the city to the resource. The prosecutor sent a statement of claim to the court demanding to oblige Rostelecom OJSC to stop providing the technical possibility of user access to this site. The claim is under review.
- On December 11, 2013, the prosecutor's office of the Michurinsky district of the Tambov region announced that it had discovered Internet sites where a book was posted that was recognized as extremist by the decision of the Central District Court of Krasnoyarsk dated July 12, 2012 and included in the Federal List of Extremist Materials. Internet access was provided via a cable connection through the Ts-net provider (Telesputnik LLC). The prosecutor's office submitted to the director of Telesputnik LLC a proposal to immediately eliminate the identified violations of the law by restricting access to the page of this site by adding rules for filtering the site's IP addresses on the border router. The document also raises the issue of disciplinary responsibility of the perpetrators.
- On December 11, 2013, the prosecutor's office of the Central District of Chita announced that it had found conditions in libraries No. 1 and No. 21 for unhindered access to extremist websites and materials. From a workstation with the technical capabilities of connecting to the Internet, links were requested through a search engine and received links to materials that were recognized as extremist by a federal court. Based on the results of the audit, a recommendation was submitted to the director of the MBUK "Centralized Library System" in Chita to eliminate violations of the law. The submission was satisfied, three employees were brought to disciplinary responsibility.
- On December 10, 2013, the prosecutor's office of the Gagarinsky district of the Nizhny Novgorod region announced that it had filed a lawsuit against the local branch of the provider OJSC Rostelecom with a demand to restrict access to 7 sites that contained extremist materials. The court granted the claim in full.
- On December 5, 2013, the prosecutor's office of the Republic of Altai announced that it had sent claims to the Gorno-Altai City Court against the providers of Mobile TeleSystems OJSC, Onrela LLC, El-Telecom LLC and LLC
Ongnet demanding to restrict access to 10 extremist books and articles posted on 25 websites. Proceedings on claims against Onrela LLC, El-Telecom LLC and Ongnet LLC were terminated, as the providers voluntarily satisfied the requirements of the prosecutor's office. The claim against the provider Mobile TeleSystems OJSC was fully satisfied by the court.
- On December 5, 2013, the prosecutor's office of the Pervorechensky district of Primorsky Krai announced that during the audit free access to the book by Paul Joseph Goebbels "German
fate in diary sheets". A warning was sent to the provider LLC "Vladivostok Telecom" about the inadmissibility of violating the law.

On December 3, 2013, the prosecutor's office of the Leninsky district of the city of Ivanovo, during an inspection, discovered a site that "allows the placement on its pages of materials containing public calls for extremist activities, terrorist acts." The website provides free access to information on the methods of making explosives from components that are in free circulation. The prosecutor of the Leninsky district of the city of Ivanovo filed a lawsuit against the provider OJSC Rostelecom with demands to restrict access to the specified site. By the decision of the Vladimir court, access to the site was restricted.

On November 21, 2013, the prosecutor's office of the Central Intracity District of Krasnodar announced that it had sent to the court demands against telecom operators and Internet providers operating in Krasnodar to restrict access to V. Istarkhov's book "Blow of the Russian Gods" and A. Kharchikov's poem "Prepare Lists", recognized as extremist by judicial decisions and included in the Federal List of Extremist Materials.

On November 20, 2013, it became known that the Prosecutor's Office of Veliky Novgorod sent a lawsuit to the Smolninsky District Court of St. Petersburg against the social network VKontakte LLC with a demand to block access to the page of one of the users. It is reported that this user is a Novgorodian who posted a racist video in his "video" section. It shows the execution of a native of Central Asia and one of the republics of the North Caucasus (most likely, we are talking about the banned video "Execution of a Tajik and a Dag"). The claim is under consideration.
- On November 18, 2013, the Prosecutor's Office of the Veshkaymsky District of the Ulyanovsk Region announced that during the audit it had identified a number of Internet resources that published prohibited materials, for example, the article by V. Gladky "Jews". A submission was sent to the director of the director of the Ulyanovsk branch of OAO Rostelecom with a demand to restrict access to sites that published materials recognized as extremist.
- On November 13, 2013, the Primorsky Territory Prosecutor's Office announced that it had found free access on the Internet to a book by Joseph Goebbels, which had previously been recognized as extremist. In this regard, the provider OJSC Rostelecom received a warning.
- On October 29, 2013, the Judicial Collegium for Civil Cases of the Kurgan Regional Court found justified the claim of the Shumikhinsky District Prosecutor's Office against OJSC Rostelecom on restricting access to Internet sites containing extremist materials. The basis for the appeal to the court was the materials of the prosecutor's check, during which free access to the sites containing A. Hitler's book "Mein Kampf" ("My Struggle") was found. In this regard, the prosecutor of the Shumikhinsky district filed a lawsuit against an Internet provider to restrict users' access to sites containing A. Hitler's book.
The court of first instance denied the requirements of the supervisory authority. Disagreeing with the decision, the prosecutor appealed against it to a higher court, which recognized the claim of the prosecutor's office as justified.
- On October 25, 2013, the Prosecutor's Office of the city of Balashov, Saratov Region, announced that it had filed a lawsuit against United Grid Company LLC to restrict subscribers' access (individuals and legal entities) to Internet resources containing extremist materials. Earlier, materials on the list of extremist materials were found in free access on the Internet (books by Henry Ford. "International Jewry", A. Kharchikov's poems "Prepare Lists!", books "Establishing the Laws of Allah"). Internet access is provided by United Grid Company LLC. In connection with the voluntary fulfillment of the requirements of the city prosecutor's office, the civil case was terminated.
- On October 25, 2013, the prosecutor's office of the Pavlovsky district of the Ulyanovsk region announced that it demanded that the director of the Ulyanovsk branch of OJSC Rostelecom, in a submission, immediately take measures to restrict access to "extremist" Internet resources and bring all guilty officials to strict liability. It is obvious that subscribers, including minors, of the Ulyanovsk branch of OJSC Rostelecom, using the provided telematic communication services, have unhindered access to these sites.
- On October 24, 2013, the prosecutor's office of the Oryol region announced that subscribers of the Internet provider MTS OJSC have free access to the site, which, based on a court decision, is included in the Federal List of Extremist Materials. In this regard, the district prosecutor submitted a motion to the director of the regional branch of MTS OJSC with a request to eliminate the identified violation.
- On October 21, 2013, the prosecutor's office of the Chechen Republic announced that it had filed a lawsuit with a demand to oblige the Vainakh Telecom provider to restrict access to the banned website Vilayat Dagestan. The claim is under consideration.
- On October 18, 2013, it became known that the prosecutor's office of the city of Beloyarsky filed a lawsuit with a demand to oblige OJSC Rostelecom to stop providing technical access for users to "extremist" sites. These materials were found during the monitoring. The Internet provider OJSC Rostelecom provides the technical possibility of access for users on the territory of the city to the sites.
- On October 16, 2013, it became known about the submission made by the prosecutor's office of the Chernyshevsky district of the Trans-Baikal Territory, acting. director of the Zabaikalsky branch of JSC Rostelecom on restricting access to the site containing the book by Grigory Klimov "God's People", included in the Federal List of Extremist Materials. - On October 15, 2013, the prosecutor's office of the Kolosovsky district of the Omsk region announced that it had found on computers at the post office in the village of Kolosovka of the Tara post office of the Federal State Unitary Enterprise of the Omsk Region, a branch of the Federal State Unitary Enterprise Russian Post, the possibility of free access to sites that hosted information prohibited for distribution . Thus, audio files included in the list of extremist materials were found on one of the sites. At the same time, there is a direct possibility of downloading and listening to them. The Central District Court of Omsk satisfied the prosecutor's claims in full. The decision of the court entered into force.
- On October 9, 2013, the Prosecutor’s Office of the Tsilninsky District of the Ulyanovsk Region announced that it had demanded that the directors of local branches of OJSC MegaFon and OJSC Rostelecom restrict access to a number of Internet pages containing texts that had previously been recognized by the courts as extremist. In particular, it was about such pages as: "oper-v-zakone.livejournal.com", "rusland.im/4259", "avrom-caucasus.livejournal.com", "mehkkhel.org", "nordrus-norna .livejournal.com".
- On October 8, 2013, the prosecutor's office of the Chechen Republic announced that the court satisfied her claim and ordered local providers to block access to prohibited materials “Legion 14 - I am Russian”, “Nokhchicho vilayat: Fight in the forest (autumn 2011)”, “Appeal to Russian men on February 23rd.
- On October 3, 2013, the prosecutor's office of the Zasviyazhsky district of the city of Ulyanovsk announced that it had sent a request to the director of the local branch of the provider OJSC Rostelecom to restrict access to the websites banned by the courts "vdagestan.com" (Official website of Vilayat Dagestan), "koransunnah.wordpress .com" and "arii9.narod.ru".
- On September 25, 2013, the prosecutor's office of the Kuzminskaya Interdistrict Prosecutor's Office of Moscow announced that it had filed lawsuits demanding from providers Click LLC and United Local Networks LLC to block access to 5 sites on which Adolf Hitler's book "Mein Kampf" was published . All claims were satisfied in full.
- On September 25, 2013, the prosecutor's office of the Zavolzhsky district of Ulyanovsk announced that it had sent a submission to the directors of the Ulyanovsk branches of ER-Telecom Holding CJSC and Rostelecom OJSC demanding that they immediately take measures to restrict access to Internet resources that promote the inferiority of citizens on the basis of their affiliation to nationality and religion, and bring to strict accountability all guilty officials. In particular, such information is posted on the websites: “kcblog.info” and “t-kungurova.livejournal.com”. At the same time, the Kavkaz Center Blog was recognized by the decision of the Inta City Court of the Komi Republic in March 2013 as extremist and included in the corresponding federal list. The fate of the Internet blog of Tatyana Kungurova is similar (decision of the Oktyabrsky District Court of Vladimir dated 05/20/2013).
- On September 20, 2013, the deputy prosecutor of the Chechen Republic filed a lawsuit to oblige the republic's Internet providers to restrict access to extremist materials. Earlier, the Department for Supervision of the Implementation of Laws on Federal Security, Interethnic Relations, Countering Extremism and Terrorism, during the course of monitoring the Internet network, identified a website that posted an article called "Putin's Plan is Russia's Trouble", recognized as extremist material and included in the federal list of extremist materials .
- On September 23, 2013, the Proletarian District Court of Tver satisfied the claims of the Prosecutor of the Tver Region on the obligation of Home Computer Networks LLC to restrict the technical possibility of access for subscribers of this telecom operator in the Tver Region to materials on the Internet included in the federal list of extremist materials. The basis for filing a lawsuit was the results of a prosecutor's check, which showed that Home Computer Networks LLC provided the technical ability to access Internet sites containing extremist materials.
In this regard, the prosecutor of the Tver region, in defense of the legitimate interests of the Russian Federation and an indefinite circle of persons, filed a lawsuit with the court.
- On September 19, 2013, the prosecutor's office of the Leninsky district of Astrakhan announced that it had discovered 67 sites publishing extremist literature during Internet monitoring. This information is posted on the Internet in free access for all network users, including minors. In order to stop access to prohibited information, the prosecutor's office sent statements of claim to Internet providers to the Leninsky District Court of Astrakhan, from which the prosecutor demanded to block Internet users' access to destructive sites. - On September 11, 2013, the Prosecutor's Office of the Leninsky District of Smolensk announced that a submission had been sent to the provider LLC "MAN Seti" with a request to block access to a certain previously prohibited video clip. As a result of consideration of the submission, three officials were brought to disciplinary responsibility, and access to the video was blocked.
- On September 10, 2013, the Gorno-Altai City Court considered the claim of the First Deputy Prosecutor of the Altai Republic on imposing obligations on Mobile TeleSystems OJSC to restrict access to a video clip recognized as extremist, posted on 16 Internet sites. The court decided to satisfy the claim of the first deputy prosecutor in the absence of the defendant in absentia. The decision of the court did not enter into force.
- On September 3, 2013, the Roskomnadzor department for the Ural Federal District announced that it had applied to the Arbitration Court of the Sverdlovsk Region, which fined the Ural Federal University named after B.N. Yeltsin for 30 thousand rubles. The university is officially a telecoms operator that provides access to the Internet, and the educational institution must have access to the list of "forbidden" sites, including "extremist" ones. Further, the provider is obliged to block malicious resources on a daily basis. Ural Federal University did not receive a special electronic key to the all-Russian database of banned sites, although it was enough for him to submit an application. As a result, the university allowed students, some of whom had not yet reached the age of majority, to use the Internet without restrictions. After that, the Ural Department of Roskomnadzor went to court. The decision of the court has not entered into force yet.
- On August 30, 2013, the prosecutor's office of the Kirovsky district of the Saratov region announced that it had found books that were recognized as extremist and included in the federal list of extremist materials in free access on the Internet on one of the sites. After that, the prosecutor applied to the court with an application to include the website containing materials of extremist content in the Unified Register of Domain Names, Internet Site Page Indexes and Network Addresses that Allow to Identify Internet Sites.
- On August 26, 2013, it became known that the Pavlovo-Posad City Court of the Moscow Region satisfied the suit of the prosecutor's office against Elektranet LLC and ordered to restrict access to sites with an extremist orientation and remove them from the provider's server. The prosecutor filed a lawsuit in connection with the fact that during the prosecutor’s check in the field of communication services, materials “about methods of suicide, instructions for making drugs, and also for making bombs at home” were found in free access on a number of websites. . The decision of the court has not yet entered into force.
- On August 20, 2013, the prosecutor's office of the Inza district of the Ulyanovsk region reported that extremist materials were freely distributed on the websites kcblog.info, koransunnah.wordpress.com, and masteroff.org. By the decision of the Inta City Court of the Republic of Komi in March 2013, the Kavkaz Center Agency Blog and the website of the Islamic Information and News Portal Islam Korna and Suna were recognized as extremist and included in the federal list. Subscribers of the Ulyanovsk branch of OJSC Rostelecom could at any time click on the links indicated, which contain information about the racial and other superiority of some people over others. In this regard, law enforcement agencies filed a lawsuit with the court for the obligation of the Ulyanovsk branch of OJSC Rostelecom to block access to Internet resources.
- On August 13, 2013, the prosecutor of the Frunzensky district of Ivanovo filed a lawsuit against the Ivanovo State Energy University named after V.I. Lenin” on the termination of user access to Internet resources with archived files containing the electronic text of books by Benito Mussolini, Adolf Hitler, Heinrich Himmler, Joseph Goebbels”, those publications that are recognized as extremist by court decisions that have entered into force and are included in the federal list of extremist materials Ministry of Justice of the Russian Federation. The claims of the prosecutor were satisfied on a voluntary basis, access to the indicated Internet sites was blocked.
- On August 14, 2013, the Gorno-Altai City Court considered two statements of claim by the First Deputy Prosecutor of the Republic of Altai on imposing obligations on El-Telecom LLC and ONGNET LLC to restrict access to a number of extremist materials posted on 10 Internet sites. During the court proceedings on these claims, it was established that El-Telecom LLC voluntarily complied with the requirements of the prosecutor and restricted access to sites containing extremist materials, and the representative of ONGNET LLC acknowledged the claims made by the prosecutor and agreed with the claim. The Gorno-Altai City Court ruled to satisfy the claims against ONGNET LLC, and with respect to El-Telecom LLC, at the request of the senior assistant to the prosecutor of the republic for supervision of the implementation of laws on federal security, the court terminated the proceedings on civil case.
- On August 8, 2013, the prosecutor's office of the Ulyanovsk district of the Ulyanovsk region announced that during the audit it had established that on the websites "bookz.ru", "svoboda.ru", "tvoyhram.ru", "e-reading-lib.com", “blagievesti.ru” has the possibility of distributing materials with public calls to carry out extremist activities, terrorist acts, inciting hatred or hostility, humiliating the dignity of a person or a group of persons. For example, during the monitoring, prosecutors found electronic copies of the books “Red Kabbalah” (G. P. Klimov), “Racial Hygiene and Demographic Policy in National Socialist Germany”, “Blow of the Russian Gods” (V.A. Istarkhov), “The Main Special Operation Ahead” (V.V. Kvochkov), “Russian Handbook” (A.A. Ivanov) from the federal list of extremist materials. It is obvious that subscribers, including minors, of the Ulyanovsk branch of OJSC Rostelecom long-distance and international telecommunications, using the provided telematic communication services, have unhindered access to these sites. The prosecutor of the Ulyanovsk district of the Ulyanovsk region sent a statement of claim to the court on the obligation of the Ulyanovsk branch of OJSC Rostelecom, an intercity and international telecommunications company, to block access to these Internet resources, which promote the inferiority of citizens on the basis of their ethnicity and religion.
- On August 8, 2013, the prosecutor's office of the Central District of Krasnodar announced that it had found on one of the websites a video message from the leader of the banned international terrorist organization "Caucasus Emirate", containing public calls for terrorist activities, including the disruption of the Sochi 2014 Olympic Games. Providers providing access to the network issued warnings about the inadmissibility of violating the current legislation on countering extremist activity.
- On August 6, 2013, the Prosecutor's Office of Michurinsk, Tambov Region, announced that it had submitted a submission to the General Director of the Internet provider Yugo-Vostok TransTeleCom CJSC to restrict the distribution of materials recognized as extremist. Yugo-Vostok TransTeleCom (TTK) provides telematic communication services in the city of Michurinsk, Tambov Region, i.e. access to the Internet. On one of the sai, textual materials and graphic images were found "containing calls for violence, the collapse of the Russian Federation, the separation of national republics from the Russian Federation, the destruction of the Russian population, and the commission of terrorist acts." The site with the information contained on it was recognized by the decision of the Inta City Court of the Komi Republic in 2012 as extremist and included in the federal list of extremist materials. Contrary to the requirements of the federal legislation, the Internet provider ZAO Yugo-Vostok TransTeleCom did not restrict access to the site.
- On July 19, 2013, the prosecutor's office of the city of Sosnovy Bor, Leningrad Region, announced that it had submitted a submission to the management of INFOCENTER LLC to eliminate violations of the law on countering extremism. During the check, it was found that INFOCENTER LLC is supported by the NEWS.SBOR.NET teleconferencing server. On May 13 and 14, 2013, user messages containing offensive extremist statements aimed at inciting national, racial hatred and calling for violence were published in the local sbor.claim conference. According to the results of the prosecutor's review, the article inciting ethnic hatred has been removed from the server. The management of the organization has taken effective measures to prevent such violations in the future.
- On July 18, 2013, the prosecutor's office of the ZATO of the city of Fokino announced that a submission was made to the director of the Internet provider Fokino-Telecom LLC. During the audit, the prosecutor's office found that the provider provided unlimited access to the Internet site, recognized by the court as extremist and included in the Federal List of Extremist Materials. Based on the results of the consideration of the act of the prosecutor's response, the identified violations were eliminated: access to the site is limited, the guilty person was brought to disciplinary responsibility in the form of a reprimand.
- On July 17, 2013, the Prosecutor's Office of the Chukotsky District of the Chukotka Autonomous Okrug announced that it had sent a submission to the head of the local branch of the Federal State Unitary Enterprise Russian Post, which provides subscribers with access to the Internet, with a request to block access to several sites included in the Federal List of Extremist Materials. The requirements of the prosecutor's office have been met in full.
- On July 15, 2013, the prosecutor's office of the Padunsky district of the city of Bratsk, Irkutsk region, announced that it had sent a resignation to the head of one of the city's providers, demanding to eliminate violations of the law. During the audit, it turned out that this provider provides access to prohibited sites included in the Federal List of Extremist Materials.
- On July 12, 2013, the prosecutor's office of the Chukotka Autonomous Okrug announced that it had sent a submission to the general director of the provider OJSC Arctic Region Svyaz with a demand to restrict user access to a number of prohibited sites included in the Federal List of Extremist Materials. The requirements of the prosecutor's office were satisfied in full.
- On July 11, 2013, the Prosecutor's Office of the Novgorod Region announced that, together with the Federal Security Service of Russia for the Novgorod Region, it had checked the compliance of Maxima+ LLC, Novline LLC, Rostelecom OJSC, Alfacom LLC with the law "On countering extremist activity."
