On January 23, 2013, a meeting of the Presidential Council for the Development of Civil Society and Human Rights (HRC) was held in Moscow. The main topic of discussion was the HRC’s examination of the bill “On Amendments to the Criminal Code of the Russian Federation and other legislative acts of the Russian Federation in order to counter insult to the religious feelings of citizens, desecration of objects and objects of religious veneration, places of religious rites and ceremonies,” submitted to the Duma on September 26, 2012.
Members of the HRC adopted a critical statement regarding the proposed bill.
Members of the council propose to withdraw the introduced bill and introduce anotherdocument to the Duma, suggesting “targeted” additions to the current legislation. The new draft law was postponed for revision by a group of lawyers, members of the Human Rights Council.
