In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) supplied all Russian educational institutions with licensed software packages, which included a content filtering program for Internet access. Prosecutors began to punish local officials and school management for the lack of this program in schools. We have combined such cases into a single list, which will be updated over time.

- On December 17, 2013, the prosecutor's office of the South-Eastern Administrative District of Moscow reported that the school "Personality" did not have a content filtering system installed on educational computers. In this regard, the prosecutor's office filed a lawsuit, demanding that the school management be ordered to eliminate the identified violations. The school satisfied the department's claims voluntarily and the proceedings in the case were discontinued.
In December 2013, the prosecutor’s office of the Puchezhsky district of the Ivanovo region reported that it had discovered unhindered access to the Internet on computers at the municipal budgetary institution of additional education “Information and Methodological Center” (MBOU DO “IMC”). The institution did not apply any administrative and organizational measures, technical and hardware-software means of protecting children from “extremist” information; the management of the MBOU did not raise the issue of the need to provide the institution’s computer or other equipment with means of protection to the founder. The district prosecutor's office addressed the management of the MBOU MUK "MCKS", as well as the education department of the administration of the Puchezhsky municipal district of the Ivanovo region, two submissions, one of which was considered and satisfied in full, one person was brought to disciplinary liability, the second is under consideration. Also, against the director of the MBOU MUK "MCCS" and against this legal entity, cases of administrative offenses under Part 1 and Part 2 of Article 6.17 of the Code of Administrative Offenses of the Russian Federation have been initiated (violation of the legislation of the Russian Federation on the protection of children from information harmful to their health and (or) development). Based on the results of their consideration, the director of the institution was fined in the amount of 5,000 (five thousand) rubles, and the legal entity itself was fined in the amount of 20,000 (twenty thousand) rubles.
At the end of November 2013, the prosecutor's office of the Maloarkhangelsk district of the Oryol region announced that it had submitted a proposal to the director of the Lukovskaya secondary school to eliminate the violations. School students had free access to materials posted on the Internet that were recognized as extremist by court decisions. Based on the results of consideration of the submission, the computer science teacher was brought to disciplinary action. All computers with access to the Internet were equipped with a program that blocked Internet sites containing information of an extremist nature.
At the end of November 2013, the prosecutor's office of the city of Balakovo, Saratov region, reported that during an inspection at school No. 19 it was established that materials listed as extremist were freely available on the Internet, and there was no content filter on school computers. A proposal was submitted to the school management to eliminate violations of the law.
On November 14, 2013, the Oktyabrsky district of the city of Tambov reported that the White Lady Center for Extracurricular Activities did not have a content filtering system on educational computers. A proposal was made to the director of the Center to eliminate the identified violations.
On November 22, 2013, the prosecutor's office of the ZATO of Novouralsk, Sverdlovsk region, reported that it had discovered free access to extremist websites included in the federal list of extremist materials in computer science classrooms in schools in the village of Taraskovo and the village of Pochinok. Based on the results of the inspection, the prosecutor's office made representations to the directors of educational institutions and demanded that the identified violations be eliminated.
On October 31, 2013, the prosecutor's office of the Mglinsky district of the Bryansk region reported that an inspection carried out in schools in the district revealed the absence of a content filtering system on educational computers in five of them. Requests were sent to the head of the Mglinsky district education department demanding that the identified violations be eliminated and the guilty officials be brought to disciplinary liability.
On October 30, 2013, the prosecutor's office of the Sovetsky district of the city of Tomsk reported that it had discovered on computers in classrooms of secondary schools No. 4 and No. 40, Russian classical gymnasium No. 2 free access to sites with materials recognized as extremist (F. Gülen’s books “The Prophet Muhammad is the crown of the human race”; A. Klimova “Poisonous fish (Zionists and Freemasons in Japan)”, B. Mironov “What should Russians do in Russia”). The district prosecutor submitted three proposals to the directors of these educational organizations to eliminate violations of the legislation on countering extremist activities. The prosecutor's demands have been satisfied; currently, additional software has been installed in the computer classes of schools and gymnasiums to block access to unwanted information. In addition, two officials were subject to disciplinary action.
- On October 17, 2013, the prosecutor's office of the city of Vladimir reported that in the computer science office of the Cadet Corps named after D.P. Pozharsky’s students could access sites with prohibited xenophobic materials. The school director was presented with a request to eliminate the identified violations.
On October 10, 2013, the prosecutor’s office of the Volotovsky district of the Novgorod region reported that in the MAOU “Secondary comprehensive school of the village of Volot” there was no content filtering system in the school classrooms; websites with articles promoting extremist activities were freely available to students. On September 30, 2013, the district prosecutor sent a statement of claim to the Soletsky District Court demanding that schoolchildren be blocked from accessing extremist sites. Access to prohibited sites was blocked voluntarily.
On September 17, 2013, the prosecutor's office of the city of Omsk reported that several violations were detected at the correctional boarding school No. 14 for visually impaired children. In particular, in the computer class of his school, one of the schoolchildren went to a website on which Adolf Hitler’s book Mein Kampf, recognized in Russia as extremist material, was freely available. Since the violations were identified in the first half of the year, school leaders had the opportunity to completely eliminate them by the new school year.
- On September 13, 2013, the Prosecutor's Office of the city of Petropavlovsk-Kamchatsky reported that in two schools in the city, a content filtering system was not installed on educational computers. Representations have been sent to school directors demanding that the identified violations be eliminated.
- On September 5, 2013, the Prosecutor's Office of the Batyrevsky District of the Chuvash Republic reported that six schools in the district did not have a content filtering system installed on educational computers. Six statements of claim were sent to the court with demands to oblige the administration of educational institutions to install content filters on computers used in the educational process, and recommendations were made to school leaders to eliminate the identified violations.
- On September 3, 2013, the Prosecutor's Office of the Kurchaloevsky District of the Chechen Republic reported that it had discovered in schools No. 1, 2, 3 in the village of Mayrtup, schools No. 1, 4 in the village of Bachi-Yurt, schools No. 1, 2 in the village of Tsotsi-Yurt and a school No. 3 in the village of Kurchaloy free access to the Internet on school computers. A notice was issued to the announcers of each school to eliminate the identified violations, and administrative cases were initiated against them under Part 1 of Art. 6.17 Code of Administrative Offenses (violation of established requirements for the distribution of information products among children).
- On August 30, 2013, the Bugulma City Prosecutor's Office of the Republic of Tatarstan reported that it had discovered in the Central Children's Library of the city of Bugulma access from a computer to information materials on resources that were recognized as extremist by a court decision. Based on the results of the inspection, a proposal was made to the director of the Intersettlement Central Library to eliminate violations of the law. The submission was reviewed and approved. Violations of the law were eliminated, the head of the Central Children's Library was brought to disciplinary liability, and she was reprimanded.
- On August 26, 2013, the prosecutor's office of the Aktanysh district of the Republic of Tatarstan reported the results of an audit of compliance with legal requirements on restricting access of educational institutions to Internet sites with extremist and terrorist information. The audit found 16 computers in the computer science classroom at the State Autonomous Educational Institution of Secondary Vocational Education "Aktanysh Technological College" that did not have a content filtering system for the requested information. Based on the results of the inspection, the district prosecutor's office sent a statement of claim to the court to impose on the Aktanysh Technological College the obligation to equip computers with a content filtering system.
- On August 15, 2013, the office of the Federal Bailiff Service for the Voronezh Region reported that in one of the schools in the Kamensky District, students accessing the Internet could use prohibited sites. For execution, the Kamensky District Department of Bailiffs of the Voronezh Region received a writ of execution, according to which in one of the schools in the district it was necessary to take measures to block access via the Internet to information materials included in the federal list of extremist ones. The management of the educational institution was given five days to comply with the court's orders. Access to the sites was closed and enforcement proceedings against the school were terminated.
- On July 5, 2013, the prosecutor's office of the Novgorod district of the Nizhny Novgorod region announced the results of an inspection of website filtering in 17 schools in the municipal district. In eight municipal autonomous educational institutions of the Novgorod region, sites “containing information of an extremist nature” were found to be freely accessible on the Internet. The district prosecutor submitted proposals to school directors and the chairman of the education committee of the Administration of the Novgorod municipal district to eliminate the identified violations of the law and bring the perpetrators to disciplinary liability (currently under consideration). Access to websites in all schools is blocked.
- On July 1, 2013, the Solntsevskaya Interdistrict Prosecutor's Office of Moscow announced that it had sent seven statements of claim to the Solntsevskiy District Court on the obligation of the State Budgetary Institution "Territorial Club System" Novo-Peredelkino" to install a functioning filtration system in the branch clubs and on computers. During the inspection, violations of the legislation on the social protection of disabled children and persons with disabilities were revealed in the branches of the clubs “Dream”, “Nadezhda”, “Position”, “Ariadna”, “Vstrecha”, “Altair” and “Sfera” . Thus, when conducting classes in the club’s computer class, any student, by typing certain keywords or Internet addresses on the keyboard, could gain access to sites containing information of an extremist nature, as well as promoting violence, cruelty, and drug addiction.
- On June 26, 2013, the prosecutor's office of the city of Chapaevsk, Samara Region, announced that it had filed a lawsuit with the Chapaevsk City Court seeking the obligation of the head of school No. 8 to install content filters. During the inspection, it was discovered that at the school, underage students had access to sites with pornographic and extremist content. The court satisfied the prosecutor's demands. The directors were obliged to eliminate violations of the law. As a result, one official was brought to disciplinary liability.
- On June 14, 2013, the prosecutor's office of the South-Western Administrative District of Moscow reported that it had discovered in the computer lab of the non-state educational institution of the Promo-M secondary school on Leninsky Prospekt the possibility of accessing sites with calls for extremist activities. Access to such resources was not limited. There were no specialized means for filtering negative information and other technical devices designed to protect Internet users at school. The prosecutor of the South-Western Administrative District submitted a proposal to the head of the educational institution to eliminate the identified violations. Based on the results of consideration of the submission, special equipment (filters) was installed in the computer class to limit students’ access to information that harms them, and the guilty officials were brought to disciplinary action.
- On June 13, 2013, the Basmanny Interdistrict Prosecutor's Office announced that it had conducted an inspection of compliance with legislation on countering extremism. - On May 31, 2013, the prosecutor's office of the Kyakhtinsky district of the Republic of Buryatia reported that in Kyakhtinsky secondary educational schools No. 1, 2, and 4, there was no content filtering system on school computers. The district prosecutor's office sent statements of claim to the court demanding that educational institutions be obliged to eliminate the violation.
- On May 23, 2013, the prosecutor's office of the city of Gukovo, Rostov region, reported that it had discovered in the library, as well as in the computer science office of the Gukovo branch of the state budgetary educational institution of secondary vocational education of the Rostov region, the Shakhty Regional College of Fuel and Energy named after. Academician Stepanova P.I. unhindered access to seven Internet sites containing “extremist materials.” After filing a statement of claim regarding the obligation of the educational institution to take measures to exclude students from accessing negative information on the Internet, the college management took measures to introduce a system to exclude access to Internet resources.
- On May 23, 2013, the prosecutor's office of the Leningrad region announced that it had taken a set of measures to eliminate violations in the activities of the Leningrad Regional Center for the Development of Creativity of Gifted Children and Youth "Intellect". In particular, the prosecutor's office found that there was no activity "aimed at preventing the spread of extremist materials among participants in the educational process." In connection with all the violations, the prosecutor protested the internal regulations, the Regulations on the conduct of training camps and mathematical courses. In addition, a proposal was submitted to the head of the educational institution to eliminate the violations with a requirement to bring the perpetrators to disciplinary liability.
- On May 13, 2013, the prosecutor's office of the Novoaleksandrovsky district of the Stavropol Territory reported that during an anti-extremist inspection in the secondary school No. 8 of the Novoaleksandrovsky municipal district, the absence of content filters was discovered. The district prosecutor's office filed a lawsuit demanding that the education department of the Novoaleksandrovsky municipal district, as well as the municipal educational institution No. 8, install content filters that limit students' access to information of an extremist nature. The lawsuit is pending.
- On April 22, 2013, the Prosecutor's Office of the Buzhaak district of the Republic of Bashkortostan reported that she demanded that school managers limit minors to Internet sites containing extremist materials. During the audit, the prosecutor’s office found that in schools located in Tyurushevo, Tashlykul, Kopei-Kubovo, Gafuri, there is no software that limits minors access to sites with extremist materials. The district prosecutor’s office sent claims to the court with demands to limit access to information. - On April 19, 2013, the prosecutor's office of the city of Sortaval of the Republic of Karelia reported that she found in five schools of the Sortavalsky municipal district on computers in computer science classes, access to sites containing works and materials that were recognized as extremist decisions. In particular, access to Internet sites with the texts of the songs of the Kolovrat group (“Honor and Blood”, “Russia”, “Arki Revenge”, “Moscow Brito-Faces”, “Glory of Russia”), the books “Speech Varga” were opened. - On April 16, 2013, the Prosecutor's Office of the Pyshchugsky district of the Kostroma region reported that a system of content filtering was not installed on computers at a vocational school No. 25 of the village of Vokhma Kostroma Region. The prosecutor's office appealed to the court with a request to oblige the management of the educational institution to eliminate the violation of the law.
- On March 29, 2013, the prosecutor's office of the Samara region reported that in schools No. 10, No. 13 and one of the correctional boarding schools of the city of Chapaevsk, a content filtering system was not installed on educational computers. In this regard, the prosecutor's office made an idea to the elimination of the identified violations to the directors of these schools. As a result, 3 officials were brought to disciplinary liability.
On February 6, 2013, the Prosecutor's Office of the Tambov Region reported that she conducted an audit in one of the schools of the Urmytsky district. At the school, one of the computers of the educational institution did not have a content filter that limits access to sites, with extremist materials. The school principal made a decision to eliminate violations.
On February 23, 2013, the prosecutor's office of the Ulug-Khemsky district of the Republic of Tuva announced the results of an audit of federal legislation on counteracting extremism. In October 2012, the district prosecutor’s office, together with the Center of the “E” of the Ministry of Internal Affairs in the Republic of Tuva, found that in a professional school No. 8 of Shagonar when accessing the Internet from the computers of the laboratory cabinet there is free access to prohibited extremist materials. In particular, the films “Eternal Jew”, “Innocent Muslims”, Benito Mussolini “Doctrine of Fascism” (paragraph 608 and clause 668) were requested and watched. Based on the results of the audit, the deputy prosecutor of the Ulug-Khemsky district made the school director Alexander Kalbakom an idea of eliminating violations of the law, the causes and conditions that contribute to them.
On December 11, 2012 (proceeding No. 59), the director of the educational institution, Alexander Kalbak, sent a response to the district prosecutor’s office to eliminate the identified violations, establish a content filter that blocks access to prohibited sites. On February 7, 2013, the district prosecutor’s office conducted a control inspection, which showed that violations were not eliminated and content filtration was not established. Based on the results of the control verification, the prosecutor's office of the Ulug-Khemsky district made an idea of eliminating the identified violations and punishment of the director of the educational institution to the Minister of Education and Science of the Republic of Tuva. On January 18, 2013, the Yegoryevskaya city prosecutor's office of the Moscow Region reported that she introduced the head of the local administration to the idea of eliminating violations of the law and bringing the perpetrators to disciplinary liability. On January 15, 2013, it became known that the court obliged the court to limit students access to prohibited sites in four schools of the Kurumkan district of Buryatia (two in the district center, in the villages of Baraghan and Sahuli).
