Photo: ReutersThe State Duma adopted in the first reading a bill on the prohibition of "propaganda of homosexuality" among minors on Friday, January 25.
If the law enters into force, then under the Code of Administrative Offenses for the "propaganda of homosexuality" a citizen of Russia will be able to be fined from 4,000 to 5000 rubles. Similar actions of officials are fraught with a fine of 40,000 to 50,000 rubles, and legal entities will pay from 400,000 to 500,000 rubles.
What is “propaganda of homosexuality”, no one can explain, including the deputies who came up with and discuss this bill. Despite the slurred formulations, the head of the State Duma Committee on Family, Women and Children, Elena Mizulina,said that the bill may be finally adopted at the end of the spring session - that is, in May 2013.
The ban on the “propaganda of homosexuality” is already operating in some regions-in the Arkhangelsk, Kostroma, Ryazan, Samara regions, in St. Petersburg. On January 24, 2013, a similar law was adopted in Kaliningrad . The founder of the Moscow Gay-Praida movement Nikolai Alekseev appealed to the Constitutional Court of Russia with a request to verify the constitutionality of the provisions of the St. Petersburg Law, and near the State Duma there are pickets of opponents of the law, which end in shakes with homophobes.
The federal bill was submitted to the State Duma in March 2012 by the Legislative Assembly of the Novosibirsk Region.
