Wall against cattle

On February 26, 2013, it became known that the Investigative Committee of the Investigative Committee for the Arkhangelsk Region refused to initiate a criminal case under Art. 282 of the Criminal Code (inciting hatred or enmity, as well as humiliation of human dignity) against the associate professor of the Department of Philosophy of the Northern (Arctic) Federal University (NarFU) Anatoly Khalturin for commenting on the article by Anatoly Bednov "Pomorye in Eurasian world" on the site "Echo North".

Application for initiation of criminal proceedings against Khalturin filed by Ivan Moseev, who is charged under Part 1 of Art. 282 of the Criminal Code for commenting on the same the article itself on the same site, which is a response to the words of Khalturin.

Khalturin, expressing his disagreement with the opinion of the author of the article, allegedly indicating that the Pomors are striving for the "collapse of the country", recommended to solve the problem by setting "to the wall" - probably the author himself, and in the interpretation of Moseev - all Pomors.

From our point of view, in this case we are not talking about a threat, representing a real danger, and about an insulting statement, obviously, addressed to one person, and therefore the proceedings under the criminal code would be inappropriate.

Likewise, unlawful, from our point of view, and criminal case initiated against Moseev, who accuses Khalturin of that it was he who unleashed an intolerant discussion on the site, but you have to answer him, Moseev. However, if Moseev is convinced that the rude statement attributed to him is not criminal and is being pursued unfairly, is it worth seeking the same criminal prosecution for rudeness for another?
