On March 7, 2013, it became known that the magistrate's court No. 16 of the Kirovo-Chepetsky district of the Kirov region passed a sentence under Part 1 of Art. 280 of the Criminal Code of the Russian Federation (public calls for extremist activities) in relation to Anatoly Rybalchenko (born 1961).
The court found that on March 22, 2012, A. Rybalchenko left a public comment on the Internet to the article “A mosque will be built in Kirovo-Chepetsk”, in which he “called for reprisals” against Muslims. After reviewing the comment of several residents of the city, the message was deleted by the site administrator.
The conducted linguistic and “psychological and social” examination showed that “ the statement [A. Rybalchenko] contains an appeal aimed at inciting religious hatred, as well as the commission of a crime based on religious hatred or hatred in against persons of the Muslim faith .
The court found A. Rybalchenko guilty and imposed a fine of 40 thousand rubles.
The verdict came into force.
