
From time to time, someone remarks: "The order in the state begins with order in your yard." Or: "Cleanliness in the city begins with cleanliness on your landing." Or: "The fight against corruption begins with the refusal to pay traffic cops." And all this is right. You need to start with yourself. True, most often such maces are addressed to others, and not for themselves. It is understandable: you can always agree with you quietly.
Our power loves all kinds of restrictions. This is probably the property of all power, but in the legal state the administration is located on it. In our Fatherland there is no such council for power and really, it seems, has never been. The institutions of state power are increasingly reminding us of chain dogs, the meaning of the existence of which is to rocking teeth on society. The "prohibitive" lawmaking of a infuriated printer testifies to this as well as possible.
The most important strategic task of repressive legislation is to limit civil freedoms, which, in the opinion of the authorities, guarantees the stability of its existence. Another task, no less important, is to sow guilt in citizens. So that everyone feels criminals, regardless of what they actually do. Power cultivates a prison consciousness in the country.
One way to equate a citizen with a prisoner is a search. In prison, any overseer can at any time search for any prisoner. There is the norm. Today, the government extends this norm to civilian life. 10 years ago, the police law allowed to search citizens and their personal belongings outside the standard procedural procedures in only one case - upon inspection at the airport. Then the exceptions began - for emergency situations and zones of counter -terrorism operations. Then they added the right to personal search during rallies and demonstrations. Then they allowed the bailiffs to search at the entrance to the court buildings. In 2011, the new police law allow police to search for passengers and their baggage without drawing up a protocol on railway, water transport and in the subway.
From April 1 of this year, special “sewing zones” began to operate at 32 Russian railway stations (how can we be without zones?), Where passengers and their baggage will be searched for the seizure of prohibited things. A qualitative leap in the desire of the authorities to turn Russia into one large prison zone is that the authorities now endowed the right to search for passengers in addition to police officers of Russian Railways. True, not a single law of railway workers gives such rights and, therefore, their actions will be explicitly illegal.
In truth, a sluggish inspection of baggage at railway stations was carried out before. Now, at large stations, they put the frames, and the guards were armed with manual metal detectors. I visited April 1 at two Moscow stations. The guards selectively checked the documents and baggage from those who are more modest, more wins and uncertained. Check everyone in a row is to ensure the crowd. Yes, no one needs it. Everyone understands that this has nothing to do with ensuring security. It is enough to recall that during the explosion of a bomb at Domodedovo Airport two years ago, granite crumb was used as an amazing elements, which no metal detector will find.
All this undertaking with checks at stations is a frank props. The ideology of this innovation is simple: to divide society into inspectors and verified, most of the people to humiliate with searches and suspicions of criminal intentions. Everyone should feel on a hook!
There is only one practical meaning in this venture - to master 4 billion rubles allocated from the state budget. For the sake of such money, you can allow railway servants to violate the law, searching for the most unrequited and not ready to scandal passengers. By the way, for their money, for where does the money come from in the budget, as not from taxes, including from railway passengers?
Then I don’t know why I suddenly recalled that there was a supervisory authority in the country, designed to monitor compliance with the rule of law. It is called the prosecutor's office. It was precisely the prosecutors on April 1, postponing the inspections of the NGOs, rushing to the stations to grab the hands of those who illegally encroach on the personal integrity of Russian citizens. And the main of the prosecutors was to go to the main headquarters of the Russian Railways and not only indicate Putin Putin to Mr. Yakunin to the illegality of the actions of his subordinates, but also immediately take measures of prosecutorial response.
However, dreams, dreams ... The prosecutors are not up to that - they need to roof a casino and other sweet points, and in their free from their main work to catch extremists in human rights organizations. They would have noticed a long time ago that employees of private security agencies are illegally inspecting visitors to clubs and cinemas, that traffic cops illegally search cars without drawing up protocols, that police officers check people in the subway and on the streets without any legal basis. But the prosecutor's office does not care about all this.
And who is? So you have to return to the fact that you need to start with yourself. After all, we ourselves in our everyday life allow us to search ourselves to those who do not have the right even by law. And since we allow, why not use it?
What is there in everyday life - in a club or a cinema, at an exhibition or stadium. Even the democratic opposition for the most part resigned to the fact that at the rallies and processions of its participants and supporters they subjected a personal search, and then accompanied, as a herd, in a cordon of riot police and soldiers of internal troops. These searches, or as police officers like to say, inspections, are held frankly hacking. You can carry anything - any metal object, even the size of a grenade. I myself have repeatedly checked the vigilance of the cops at democratic rallies - it is not at all. And this is understandable: the meaning of the searches is not to limit the damage to something dangerous, but to show power (for example, to prohibit carrying water in the heat); To remind people who dared to protest, who is the master in the house. What the hell is the protest of free and courageous people for rights and freedom, if from the very beginning “free and brave” agree to a humiliating search procedure! They are originally demoralized. Both ordinary protests, and the leaders of the protest movement.
In the order of self -justification, participants in authorized manifestations agree with the official version - they say, the authorities take such measures in the interests of the safety of the demonstrators themselves. In fact, this is complete nonsense. And you can carry anything, and join the procession, bypassing inspection, as a rule, is also not difficult.
You can recall last year's unauthorized "White Ring" or "Walking Walk", when there was no police with the framework of metal detectors and personal searches, and the order was perfect. And the atmosphere on these shares was completely different, including because there were no police humiliation.
In order for our country to become free, we must first learn to defend our personal freedom. It is necessary to abandon protests under the supervision of the police and with the permission of the authorities. Of course, they will also find not such laws, but we also need to stop somewhere in their law-abiding. If the State Duma accepts the law obliging the demonstrators before the start of the action to undergo an inspection with a gynecologist and proctologist, then we will agree, just to safely declare our commitment to civil freedoms and human rights?
Power drives society into the framework that it itself sets for it. First at rallies, then in our minds. So, maybe, you should review the rules of the game? Maybe it's time to go beyond? And in the literal and figurative sense.
