" As a stunning news, it was reported that now for this, doctors will first need to acquire a court decision.

In fact, we are not talking about a special law regarding psychiatry, but only about one article in the bill "The Code of Administrative Procedure". Article 25 of this Code provides that forced hospitalization of mentally ill or extension of compulsory treatment is possible only by decision of the court at the location of the psychiatric hospital.

There is nothing new in this norm: it is contained in the law "On Psychiatric Assistance and Guarantees of the Rights of Citizens in Provision", adopted in 1992. This law was adopted in those days when the parliament was still a place for discussions and laws were sometimes adopted even in the interests of citizens. In particular, the norm ordering psychiatrists to apply to the court for permission for the "ill -owned" hospitalization and extension of the "unbearable" treatment was then an important step on the way to the rule of law. It is very good for such issues to solve the courts, unless they, of course, are not all "basman".

The vigilance of citizens who suspect power in the intention to compose another dragon law, this time about psychiatry, worthy of admiration. And the dishonesty of a journalist who gave a message from the State Duma is not admirable. However, citizens who are afraid that the "infuriated printer" will print new laws on psychiatry may not worry. If the opposition begins to plant in psychiatric hospitals again, then the laws have nothing to do with it - nor good or bad. They now do not matter much and are used mainly as an auxiliary agent for state arbitrariness.

Here you should understand some general patterns. Psychiatry has never been and is unlikely to be a special social phenomenon on which all the evil of the authoritarian regime is only focusing. Just people perceive the abuse of psychiatry especially painfully, since they touch the most significant values ​​of human existence - freedom, will, intelligence. In fact, with the authoritarian order of such abuse, there are many in other areas of public life. They are all united by a common feature - professionalism recedes into the background, and the state comes to the front. When this happens with the judicial system, "bassman" justice appears; when with journalism - the media reborn into misinformation and propaganda; When with education, the population accounts; When with parliament, the “furious printer” begins to work under the code name “state Duma”. In all cases, the trouble is one - loyalty prevails over professionalism.

Therefore, there is no need to be afraid of new stupid laws - they are a consequence, and not the cause of our misfortunes. We live in sad times, when the law does not matter again. To change the situation, a systematic approach is needed. That is, it is necessary to achieve what the plumber Ivanov was put in Soviet times.
