A trial is underway in Murmansk of an activist who quoted the Constitution during a prayer service.

On May 12, 2013 it became known that in the Oktyabrsky district Murmansk court is considering the case of activist Tatyana Kulbakina, accused according to part 2 of Art. 20.2 of the Code of Administrative Offenses of the Russian Federation (organization or conduct public event without filing a notification in the prescribed manner for a public event).

October 6, 2012 during a prayer service to the glory of the city of Murmansk on City Day, she went to a single picket with a poster, citing paragraph 1 of Art. 14 of the Constitution of the Russian Federation: “The Russian Federation is a secular state. No religion can be set as state or mandatory . The police did not interrupt a single picket, however, after its completion, they issued a protocol on an administrative offense, reclassifying single pickets into group pickets with a common idea.

The general plan of the police considered "protest against activities of the Russian Orthodox Church" .
