In early July 2013, mass riots of an "inter-ethnic nature" took place in the city of Pugachev.

The cause for unrest was the murder on July 6 near the Zolotaya Bochka cafe of a local resident, 20-year-old paratrooper Ruslan Marzhanov. Marzhanov was taken to hospital with stab wounds, from which he died. Arrested on suspicion of murder 17-year-old native of Chechnya Ali Nazirov.
