On July 9, 2013 members of the Opposition Coordinating Council Konstantin Krylov, Vladimir Tor, Ilya Konstantinov, Vladislav Naganov and Alexei Navalny offered the rest of the CSR members to support the draft Statement on the situation in the city of Pugachev, Samara Region. On July 16, the period allotted for voting ended, and most of the members of the CSR did not express their position on the application, evading voting. As a result, 10 people voted in favor, 4 against, and the rest abstained.
In this statement, the actions of local residents, including, apparently, attempts to arrange an anti-Chechen pogrom, called " legitimate indigenous protest against defiantly defiant behavior of people from other regions ”.
In general, the statement looks like a typical nationalist text, but built without using the most recognizable words (for example, in the words “Russian” and “Chechen” never occur in the text, although the conflict called interethnic). negative attitude to the actions of one person from an ethnic group automatically transferred to the whole group, attempts to attack out of revenge on ethnic grounds called self-defense, criminal behavior is rhetorically elevated to "outside aggression".
The Draft Statement, aimed at members of the CSR, makes emphasis on criticism of the authorities. But criticism in this case is completely or almost groundless. For example, it is not clear what is wrong with the fact that the authorities seek calm the crowd and do not accept its illegal demands, despite the fact that Suspects of involvement in the murder have already been arrested. In the case of Pugachev, clearly one cannot speak of "unjustified use of force."
