The Supreme Court commuted the sentence in the case of NOMP leader Kvachkov and Kiselev

On July 18, 2013, the Supreme Court of the Russian Federation commuted the sentence in the case of the leader of the All-Russian People's Militia named after Minin and Pozharsky (NOMP) Colonel of the Main Intelligence Directorate (GRU), retired Vladimir Kvachkov and a retired captain of the criminal investigation department from St. Petersburg Aleksey Kiselyov, who were accused of attempting to prepare an armed rebellion and facilitating terrorist activities.

The collegium of the court reduced the term of imprisonment to 8 years for Kvachkov and to 5.5 years for Kiselyov. Recall that earlier the Moscow City Court sentenced Kvachkov to 13 years in a strict regime colony, and Kiselev - by 11.

Kiselev was acquitted of charges of preparing a rebellion (part 3 of article 30 of article 279 of the Criminal Code), he remained assisting terrorist activities (part 1 of article 205.1 of the Criminal Code) and illegal arms trafficking (article 222 of the Criminal Code of the Russian Federation)
