On July 29, 2013, the Directorate of the FSB of Russia for the Perm Territory opened a criminal case under Part 2 of Art. 280 of the Criminal Code (public calls for extremist activity, committed with the use of mass media) in relation to the well-known Permian public figure, associate professor of the Perm State National Research University Roman Yushkov.
On July 19, 2013, R. Yushkov published in the Zvezda newspaper an article entitled “Pugachev-style Hysteria,” in which the prosecutor’s office of the Perm Territory saw public calls for extremist activities. The article found statements “ connected with incitement to evict Chechens, arson of their houses and a number of other statements and judgments ” aimed at inciting hatred and enmity. committed with the use of the media.
Later, Article 282 of the Criminal Code (inciting national hatred) was added to the case.
On June 10, 2014, the materials of the criminal case were sent to the Motovilikha District Court of Perm for consideration on the merits.
