The Congress of Perm Imams expressed a vote of no confidence in the head of the Perm Muftiate, Muhammadgali Khuzin, and returned to the jurisdiction of the Central Spiritual Administration of Muslims. M. Khuzin intends to challenge this decision.
On September 23, 2013, a congress of local imams took place in Perm. The congress participants expressed no confidence in the head of the Perm Muftiate, Muhammadgali Khuzin. Imam of the Solikamsk mahalla Rustam Galimov was elected the new head of the Spiritual Administration of Muslims.
During the congress, a new charter of the Muslim Spiritual Directorate was approved, according to which the muftiate returned to the subordination of the Central Spiritual Administration of Muslims. The Perm Muftiate was under the jurisdiction of the Central Muslim Spiritual Directorate until 2006, then it became subordinate to the Muslim Spiritual Directorate of the European Part of Russia.
M. Khuzin himself did not recognize the decision of the congress. He is going to raise objections when representatives of the Perm Muftiate submit documents for registration to the Ministry of Justice, and if the Ministry of Justice registers the Perm Muftiate as part of the Central Muslim Spiritual Directorate, M. Khuzin’s supporters intend to challenge the registration in court.
Let us recall that in August M. Khuzin organized a congress of the Russian Association of Islamic Accord (RAIS) - the All-Russian Muftiate, where he was elected chairman of this organization. Later, representatives of RAIS reported that the congress was attended by representatives of only three regional Muslim organizations out of nine, therefore the decision of the congress was unlawful.
