Amendments to the law on countering extremist activities passed the first reading

The bill, which prohibits the leaders of associations recognized as extremist from creating new ones, was adopted in the first reading.

On October 18, 2013, the State Duma adopted in the first reading the bill "On Amendments to Article 15 Federal Law "On counteracting extremist activity".

Recall that the amendment to Art. 15 of the Federal Law "On counteracting extremist activity" is formulated as follows: " A person who who was previously a leader or member of the governing bodies public or religious association, in respect of which grounds provided for by this Federal Law, the court decided final decision to liquidate or ban activities, cannot create a public or religious union ."

This draft law is assessed by us extremely negatively. Absolutely it is not clear how ownership and status can be established leaders or members of a public organization liquidated for extremism or a religious association, because since the law does not provide definitions of these concepts. In addition, these people during the period of membership in associations may not have committed any offences. So Thus, there are vast opportunities for arbitrariness.

Recall also that in July 2013, the President signed the law "On the introduction of amendments to Article 9 of the Federal Law "On Freedom of Conscience and religious associations"", which prohibits becoming founder or member of a religious organization to foreigners or persons without citizenship, " in respect of which, in accordance with the established legislation RF order, a decision was made on the undesirability of their stay (residence) in RF ", persons whose activities are recognized by the court as extremist, or subject to the law on combating money laundering and financing of terrorism.
