On October 29, 2013, the Investigative Committee of the Russian Federation for the Omsk Region announced the initiation of a criminal case against an 18-year-old resident of Omsk, suspected under Part 1 of Art. 282 of the Criminal Code (incitement of national hatred or enmity committed in public).
According to investigators, the suspect " made stencils containing statements of a hostile, aggressive nature towards" non-Russians ", after which he placed these stencil inscriptions in various public places in the city ."
