“Police often come to us, we are used to them. They do this for show, like they do their work, ”says Usman Saypulaev, a resident of the Makhachkala suburban village (name changed at his request. - The New Times), whose younger brother went into the forest last year. - That week I was called to the department and my father. Again, they asked about his brother: did he get in touch with whether we know where he could be. And then they said that we should donate blood and saliva. They explained: “Your son is in the forest. What if he explodes in a terrorist attack or die so that you do not recognize by appearance? DNA samples are needed for this. ” Honestly, we did not argue. What is the use of swearing with them? They did, as they said. "

A large Salafi community lives in Shamkhal*. They have their own mosque here, a madrassah. From time to time in the village, the so -called special complex operations are carried out - the security forces carry out a courtyard bypass. Most often they look at the houses where relatives of members of illegal armed groups live. But recently, the Shamkhalians began to complain about the frequent visits of the police, who were not seen in any ties with the gang underground.

For example, the Schamsudin Magomedov family ordered the district police officer to appear in the police department to pass the analysis of DNA. “Before that, the police were called to the police. They were photographed, they took saliva for analysis, they made fingerprints. And they did not explain why this was done. I am not a criminal, I did not do anything illegal. I don’t understand why they got to our family, ”Magomedov wonders.

The security forces began to show increased attention to the Salafis after a recent terrorist attack in Volgograd. Moreover, women - widows and wives of militants, and at the same time, are not even the closest acquaintances. So, on October 30, three girls were detained in Dagestan, who knew Naidu Asiyalova, who, according to investigators, arranged an explosion on October 21 in the Volgograd flight bus **. Zadirit Abdulgasanov from Buinaksk, Marzhanat Abdulaev and Alesia Babaev from Makhachkala, not even notifying relatives, was taken to Volgograd, where they interrogated in the case of a terrorist attack. From the Volgograd temporary detentional insulator, they were released only on November 6, without any accusations: in this case they undergo witnesses. But the girl’s DNA samples nevertheless also got into the card file.

According to Elena Denisenko, the head of the Dagestan office of the Memorial human rights center, the first incidents with a forced selection of saliva and blood at the “unreliable” Dagestanis took place in May: “In the Buinak district, people brought to the police, and there they passed saliva. Most of them are relatives of those who are in the forest. Some pass the tests voluntarily. Others are forced to take - not physically, of course, just intimidate. This is all, of course, illegal. By what right can people be forced to take tests? In court, DNA is taken when paternity is established, for example. And here the actions of law enforcement officers are illegal. ”

Denisenko suggests that the police are given the installation - to collect the most complete DNA base of relatives of the militants: “As I think, this work is carried out in accordance with the internal order. The resident of Makhachkala, who turned to the police, for example, refused to take saliva. He was asked to write a statement that he refuses. But why do they need this piece of paper? I admit that they are then sewn to the report on the work done. ”

Law enforcement officers have not yet given official comments on this subject, but the human rights activist was confirmed by the source of The New Times in the Dagestan Investigative Department of the Investigative Committee of Russia. He said that data on the DNA of relatives of the militants, as well as the Salafites who may fall under the influence of extremists, are entered into the file cabinet. “This work began back in January of this year, but with a worsening situation in the republic I had to accelerate work,” the interlocutor of The New Times explained. - The base is needed to facilitate the work of law enforcement agencies - for example, when identifying bodies after special operations. This method has repeatedly proved its effectiveness. For example, during one of the clashes, the militants managed to hide, but some of them were injured. In her opinion, the rigid rhetoric of some Dagestan leaders is not aimed at reconciling various currents in Islam, but at their opposition. The creation of folk squads encouraged by the authorities also has the same effect, which often "actively intervene in the internal confessional conflict and commit illegal actions against the Salafis."

Ekaterina Sokiryanskaya sees the reason for the activation of the antisalafic campaign in the Sochi Olympics, on the eve of which the security forces, apparently, was given an attitude towards cleaning the religious field. “All peacekeeping initiatives to establish a dialogue between religious communities, to pursue a more open religious policy and the return of militants to a peaceful life,” she recalls. - Exactly power "Chechen methods" are taken into service. Thus, security forces hope to quickly stabilize the situation in Dagestan, which remains the hottest point in Russia and is only 1000 km from Sochi. ”

However, the President of Dagestan himself from sharp public statements, as a rule, is refrained. For example, about women involved in terrorist activity, he recently spoke very sympathetically. “You can somehow understand the feelings of the mother whose son went into the ranks of the members of the gang underground, you can somehow understand the state of wives who, following their feelings in relation to husbands, are involved in criminal activity,” Abdulatipov said on a meeting of the Republican Anti-Terrorism Commission on November 1.

Be that as it may, the pressure on the "unreliable" in Dagestan is growing, and the consequences can be unpredictable. In the short term, repression can lead to a certain decrease in violence, however, after the Olympiad you can expect escalations, Ekaterina Sokiryanskaya is sure: “Repression always leads to bitterness, radicalization and expansion of the geography of violence, and their consequences can respond with tragedies far beyond the boundaries of the region.”
