The State Duma considered in the first reading the draft amendments to Art. 16 " Law on freedom of conscience " .
15th of November 2013, the State Duma of the Russian Federation considered in the first reading the bill "On amendments to Article 16 of the Federal Law "On Freedom of Conscience and religious associations.” The draft law determines the list of places where worship and other religious events may be carried out “without hindrance” and without notifying the authorities.
Among them includes:
- religious and other buildings and structures belonging to religious organizations according to the right of ownership or granted to them on other rights, buildings located in the territories belonging to them,
- land owned by religious organizations,
- places of pilgrimage,
- territories of organizations created by religious organizations
- cemeteries and crematoriums,
- Living spaces.
In other cases, said in the bill, " public worship, other religious rites and ceremonies, including prayer and religious assemblies held openly under conditions that require measures to be taken, aimed at ensuring public order and security as themselves participants of a religious event, as well as other citizens, are carried out in procedure established for holding rallies, marches and demonstrations .”
