Rostelecom partially blocked VKontakte due to a deleted file
On November 18, 2013, Rostelecom announced a partial blocking of the VKontakte social network.
Problems when logging into the social network became known on November 15 from user messages. The resource is not available to some users in some regions, including the Central Federal District. In the middle of the day on November 19, Rostelecom announced that the blocking had been lifted and there were no restrictions on access to VKontakte.
“ According to the decision of the Lefortovo court, some of the resources of VK.com were blocked. We, as a telecom operator, were obliged to do this ,” Rostelecom representatives explained in their messages on Twitter.
The Lipetsk branch of Rostelecom stated that the reason for the blocking was the video “Do not watch for the faint of heart (Dagestan)”, which was recognized as extremist material by the decision of the Lefortovo District Court of Moscow on December 3, 2012 and included in the Federal List of Extremist Materials under number 1836. Based on this decision Rostelecom has blocked access to several IP addresses where the social network site is located on different servers. The operator does not have the technical ability to block individual accounts, so “the block goes to some VK.com IP addresses,” company representatives reported on Twitter. The blocking, according to representatives of the provider, was due to a technical failure: the extremist video was deleted, but the file was again mistakenly blocked by URL and IP address.
