In March 2008, Rosobrazovanie (later abolished and reorganized into the Ministry of Education and Science) provided all Russian schools with licensed software packages, which include a content filtering program for Internet access. As it turned out, this program does not cope with the task, which was found out as a result of prosecutorial checks throughout the country. It is quite obvious that the fault for the fact that schoolchildren, despite access filters, have the opportunity to visit neo-Nazi and other inappropriate sites from school computers, lies not only with schools that do not update software with the necessary regularity, but also with the Ministry of Education and Science, which has installed an insufficiently effective product. Note that not all items of the Federal List of Extremist Materials are designed in such a way that they can be used as a guide to action (sometimes, when it comes to a website, its address may not be displayed completely or even completely absent, and the titles of books and articles are given no output).
In addition, we cannot fail to note that the very idea of fighting extremism in schools with the help of filters seems wrong to us. Firstly, any filter can be bypassed if desired, and secondly, it is in principle impossible to compile an exhaustive list of addresses and keywords.
However, prosecutors everywhere and regularly punish local officials and school leaders for this. We believe that the Ministry of Education and Science should be responsible for the imperfection of the content filtering system, and the negligence of the leadership of schools that do not update the program is a problem of labor discipline rather than law enforcement.

On December 4, 2013, the inter-district prosecutor's office of Khanty-Mansiysk (KhMAO) announced a submission made to the deputy head of the administration of Khanty-Mansiysk due to the fact that there were no content filters on the computers installed in the city centralized library of Khanty-Mansiysk. The episode is included in our selection because the claims here are identical to the usual claims against schools. We believe that in this case, although the submission was addressed to the head of the city administration, disciplinary sanctions may be imposed on the library management. In addition, libraries are not educational institutions and are not included in the program for the mandatory installation of content filtering systems.

On November 27, 2013, the prosecutor's office of the Kargapolsky district of the Kurgan region reported on the submission made to the director of the Maiskaya secondary school due to the fact that despite the existing content filters, it was possible to access prohibited materials from school computers.
On November 27, 2013, it became known about the submission made to the director of school No. 19 in the city of Balakovo, Saratov Region, by the prosecutor's office of the city of Balakovo. The reason for the sanction was that content filters installed on school computers did not block access to extremist materials.
On November 26, 2013, the prosecutor's office of the city of Gubkinsky Yamal-Nenets Autonomous Okrug announced the submission made to the director of the city's secondary school No. 6, the director of the Education Department of the Gubkinsky administration and the general director of the provider Pursatcom LLC. The reason for the sanctions was that from one of the computers installed in the school computer science room, access to sites with extremist materials was possible. It is not entirely clear from the message whether content filters were installed on the computer, but we assume that otherwise the prosecutor's office would point out their absence.
