Seminar “The Year of Internet Censorship in Russia”

November 28, 2013 in Moscow in the Sakharov Center hosted a seminar "The Year of Internet Censorship in Russia". The event was held as part of the joint project Agentura.Ru and Sakharov Center. The seminar was attended by: President of the Information and Research Center "Panorama" Vladimir Pribylovsky, Director of the Center "Sova" Alexander Verkhovsky, Deputy Editor-in-Chief of Agentura.Ru Irina Borogan, expert of the Center "Sova" Natalia Yudina. A year has passed since the appearance of the register of banned sites in Russia. During this time, the forecast of the defenders of the registry prohibited sites, according to which the legislation by Internet filtering will only focus on protecting children, has not been confirmed. List reasons why the site can be blocked (pirated content, porn, “propaganda of homosexuality”, etc.) expanded. And Deputy Andrey Lugovoy introduced a bill that proposes out of court to block sites even for calls for participation in actions that have not yet been agreed upon. The seminar participants tried to answer the questions "How effective is Internet censorship in Russia?", "How has it affected Russian society?"

A. Verkhovsky dwelled in more detail on legislative approaches to the method of blocking access to sites. I. Borogan spoke about what is happening in connection with this in the Internet business. N. Yudina analyzed the features of blocking "extremist" materials on the Internet according to the old and new systems. V. Pribylovsky spoke about how Internet providers react to the new realities, cited his own site anticompromat.org as an example and dwelled on the issues of self-censorship. Further, the participants of the seminar answered the questions of the audience.
