Will prisoners be protected from sedition?

In early December 2013, it became known that, under the new internal regulations, prisoners would be deprived of the opportunity to read literature promoting war and revolution.

On December 6, 2013, the Izvestia newspaper reported that the Ministry of Justice and The Federal Penitentiary Service (FSIN) has developed new rules for internal regulations of correctional institutions, which, in particular, contain a ban on prisoner access to literature promoting war, revolution and incitement national and religious hatred.

What is meant by literature of this kind remains unclear. Reduced in Izvestia the wording is so broad that many works of classical literature, both Russian and foreign, and not just those included in the Federal List of Extremist materials.

It is obvious that in this way a wide field for arbitrariness arises.
