On December 25, 2013, a regular meeting was held Holy Synod of the Russian Orthodox Church.
The Synod decided to put the Metropolitan of Minsk to rest and Slutsky Filaret (Vakhromeev) at his request, and to appoint Metropolitan of Ryazan and Mikhailovsky Pavel (Ponomarev).
Veniamin (Zaritsky) was appointed Metropolitan of Ryazan, earlier head of the Penza department. Bishop of Penza and Nizhnelomovsky appointed Seraphim (Domnin), who will head two departments - Penza and Kuznetsk (temporarily).
Kostroma Bishop appointed Ferapont (Kashin), former Bishop of Makarievsk.
Appointed Bishop of Kamensky and Alapaevsky abbot Methodius (Kondratiev) - from the clergy of the Kineshma diocese, Bishop Tikhoretsky and Korenovsky - Abbot Stefan (Kavtarashvili) - from the clergy of the Tikhoretsk diocese, Bishop of Trinity and South Urals - hieromonk Grigory (Petrov) - from the clergy of the Moscow diocese.
The Synod also divided Voronezh diocese, having singled out the Rossosh diocese from its composition and Borisoglebsk diocese. All three dioceses became part of the Voronezh Metropolis.
From the Izhevsk eparchies were allocated Sarapul and Glazov eparchies. Dioceses of Udmurtia united to the Udmurt Metropolis.
