The authorities, depressed by its inability to withstand political opponents in an open controversy, are looking for new ways to shut up the opponents of the mouth. According to the Prochrevskaya newspaper Izvestia, from this year the Federal Security Service (FSO) will begin to conduct daily monitoring of publications of all Russian bloggers for their attitude to power. As a result, an information base of oppositional citizens will be created, which place anti -government statements in their blogs. At the same time, we are talking not only about Moscow, where the FSO has many official interests, but about the whole country.
Let me remind you that the main functions of the FSO - ensuring the security of high -ranking public servants, including foreign ones, "in places of their permanent and temporary stay and on the roads", the protection of government communications and security facilities.
A source in the FSO, sharing information with Izvestia, makes it clear that the scandal was the reason for creating a new tracking system on the Internet during the November visit to Russia of the King of the Netherlands Villem-Aleksandra. When the king visited the Moscow Conservatory, activists of the forbidden National Bolshevik Party threw him with tomatoes. The source of the newspaper claims that "information about the preparation of this action was on the network. If it were followed, this would not have happened." True, the press secretary of the other Russia (legal reincarnation of the NBP) Alexander Averin declares the exact opposite on this subject: "We have no habits to discuss direct action on the Internet."
In the end, it is not so important that it was the reason for the activation of the FSO on the Internet-a tomato attack on Willem-Aleksandra and his wife or something else. There is always a reason - the reason is important. It is that the Internet remains the only free information space in Russia and the authorities make titanic efforts in order to put it under its control. It is still not very good.
Since 2000, Russia has introduced a system of technical means to ensure the functions of operational-search measures (SORM-2), which obliges all Internet operators to cooperate with operational and investigative services and disclose information about the traffic of their customers. The law, on the basis of which the SORM-2 system was adopted, allows the operational-investigation authorities to receive this information without a court decision. True, this rudely contradicts Article 23 of the Constitution of Russia, which allows restrictions on the secrets of correspondence only on the basis of a court decision, but who in Russia under President Putin draws attention to the Constitution!
In recent years, many laws that restrict freedom on the Internet have been adopted. This is done under the sauce of protecting the interests of children, morality, the fight against drugs, pedophilia, propaganda of suicide and non -traditional sexual orientation. All these are reasons, and the reason is the same - the desire to control the last free territory.
The inconsistency of laws and practical measures to the requirements of the Constitution and international norms in the field of human rights is not disturbed by the Russian power. Moreover, one gets the impression that the authorities even browing its open neglect of international law. She thus emphasizes the priority of her authoritarian interests over any right, including international. This is evidenced by the last case. The collection of information in order to identify politically unreliable citizens contradicts the Russian Constitution and federal laws. In particular, Article 24 of the Constitution, establishing that "the collection, storage, use and dissemination of information about the private life of a person without his consent is not allowed." All know this, including power.
The effect of the new system will be small. Those who want to cover information or correspondence from prying eyes will easily do this by switching to the Aesopes, getting a new anonymous login, using proxy servers or using another million other possibilities. The meaning of the innovation is not so much to get valuable operational information as to sow nervousness and fear in society - "Big Brother is watching you!"
It is no coincidence that the “information leak” is also organized - from a source close to the FSO to a newspaper close to the Kremlin. All these are links of one chain, and the meaning of their activity is to terrorize society. According to their plan, everyone should be in constant fear, everyone should feel constant repressive control and feel like a violator of the law, or balancing on the verge of such a violation. Only such a society can be controlled uncontrollably and arbitrarily long.
The answer to these terrorist attacks of power is simple and tested: not to be afraid and not panic. They would like people to hide from them, go underground, hid from an all -seeing eye. Civil resistance against this should be open, vowel and fearless.
