requirements are not always, in our opinion, legitimate.
This document combines the news about the blocking of sites,
for which we have no reason to believe that law enforcement agencies
exceeded their powers.
Those cases when it comes to blocking access to the site, on
on which there are no materials included in the Federal List, or on which such
materials are an atypical exception (for example, in the network
library) are displayed in a similar document in the section "Illegal

- On December 3, 2014, the Prosecutor's Office of the Nikolsky district of the Penza region announced that it had sent a submission to several providers demanding to block access to several sites on the Internet that hosted prohibited materials, such as "The Book of Monotheism" by Salih ibn Favzan al Favzan, a book

- On November 24, 2014, the prosecutor's office of the Penza district of the Penza region announced that it had sent a resignation to the provider OJSC Rostelecom demanding to block access to several sites on the Internet that hosted prohibited materials, such as Konstantin Petrov's book "Secrets of managing humanity or Secrets of globalization", videos "Video: Documentary film "Russian resistance" and "Deserve to die!", films "Russia with a knife in the back No. 1", "Russia with a knife in the back 2" and "American show".
- On November 19, 2014, the prosecutor's office of the Inzensky district of the Ulyanovsk region announced that it had sent a submission to the provider OJSC Rostelecom demanding to block access to several sites. In particular, we are talking about blocking access to the Internet resource http://stomahin.info/, which was recognized as extremist on November 26, 2013 and included in the Federal List of Extremist Materials (p. 2243).
- On November 11, 2014, the prosecutor's office of the city of Kuznetsk, Penza Region, announced that it had sent a submission to the provider OJSC Rostelecom with a request to block subscribers' access to a page on the Internet on which a banned article by Boris Mironov "What Russians should do in Russia" was published.
- On October 21, 2014, the prosecutor's office of the Leninsky district of the city of Yekaterinburg, Sverdlovsk region, announced that it had sent a submission to the provider Erlang Company LLC demanding to block subscribers' access to several sites that contained prohibited materials. The agency's requirements have been met in full.
- On October 1, 2014, the prosecutor's office of the city of Gubakha, Perm Territory, announced that it had filed a lawsuit against the provider OJSC Rostelecom with a request to restrict access to "13 popular youth Internet sites that contained images
extremist, propagandizing the ideas of religious,
national and racial superiority ." Unfortunately, it was not reported which materials were in question, and it is not known whether they were previously recognized as extremist. The court satisfied the requirements of the prosecutor's office in full.
- On September 11, 2014, the prosecutor's office of the Tver region announced that it had sent a submission to the management of the providers Annette LLC and TeleDom LLC demanding to block access to several pages on the Internet that contain prohibited materials. Unfortunately, it was not reported which materials caused the claims of the department.
- On August 29, 2014, the prosecutor's office of the Chechen Republic announced that it had filed a lawsuit to oblige the republic's Internet providers to restrict access to extremist materials. During the monitoring of the Internet network, a website was discovered that published an article recognized as extremist and included in the Federal List of Extremist Materials. After that, the prosecutor's office went to court. The prosecution's complaint is pending
- On August 19, 2014, the Prosecutor's Office of the Sovetsky District of Lipetsk announced that it had demanded to prohibit access to the materials of the website of the international religious Islamic association. Information to the prosecutor's office came from the FSB of Russia in the Lipetsk region. On the pages of the site were placed links for copying books recognized as extremist by the decision of the Supreme Court of the Republic of Tatarstan and included in the Federal List of Extremist Materials. In the course of a joint audit with the regional department of Roskomnadzor, the fact of violation of the law by telecom operators located on the territory of the Sovetsky district of Lipetsk was confirmed. In this regard, the prosecutor made a submission to New Technologies Communications LLC, Raduga Telecom LLC, Lipetsk Mobile CJSC demanding that users block access to these materials.
- On August 14, 2014, the prosecutor's office of the Michurinsky district of the Tambov region announced that it had found on a web page, which was free for citizens to visit, through Internet access through the Ts-net provider (Telesputnik LLC) the article “Need a bomb from improvised means? ”, included in the federal list of extremist materials under clause 2368. The provider was submitted a proposal to eliminate the identified violations of the law and restrict access to information by adding rules for filtering the IP addresses of the specified Internet site on the border router.
- On August 7, 2014, the Novosibirsk Regional Court upheld the decision of the Zheleznodorozhny District Court of Novosibirsk dated January 22, 2014, which satisfied the claim filed by the regional prosecutor against OJSC Rostelecom on restricting access to information. During the monitoring, the Prosecutor's Office of the Novosibirsk Region discovered Internet resources recognized by the court as extremist materials and included in the federal list of extremist materials. After that, the prosecutor of the Novosibirsk region filed a lawsuit against CJSC Rostelecom with the Zheleznodorozhny District Court of Novosibirsk to restrict Internet users' access to the identified extremist materials. In January 2014, the court satisfied the prosecutor’s claim in full and ordered the telecom operator, CJSC Rostelecom, to restrict access to the Internet resources indicated in the claim no later than 10 business days from the date the court decision entered into force. The representative of the defendant appealed against the decision of the court of 1st instance.
The Novosibirsk Regional Court fully agreed with the arguments of the prosecutor's office, left the appeal of the defendant's representative unsatisfied, and the decision of the district court - unchanged.
- In early August 2014, the Sovetsky District Court of Ulan-Ude restricted access to the site from the Federal List of Extremist Materials. This site was identified by the Federal Security Service of the Russian Federation for the Republic of Buryatia. At the beginning of 2014, the prosecutor's office of Buryatia, in the interests of an indefinite circle of persons, initiated a lawsuit against OJSC Rostelecom, OJSC Megafon, CJSC TransTelecom Company, OJSC Vympel-Communications, OJSC CB Iskra, as well as To the Office of Roskomnadzor for the Republic of Belarus, on restricting access to an Internet resource in the territory of Buryatia by applying filtering rules.
- On August 1, 2014, the prosecutor's office of the Murmansk region announced that it had filed a lawsuit with the Oktyabrsky District Court of Murmansk demanding that the Murmansk provider OJSC Rostelecom restrict access to an Internet site containing public calls for terrorist activities.
- On August 1, 2014, the Prosecutor's Office of the Permsky District of the Perm Territory announced that it had filed a lawsuit with a demand against the provider OJSC Rostelecom to block access to several pages on the Internet containing prohibited materials. The court granted the claim in full.
- On July 28, 2014, the Pavlovsky district of the Ulyanovsk region announced that during the check it revealed free access to several prohibited sites, in particular the sites goodbyekavkaz.org, habar.org and antiempire.marsho.net. In this regard, a submission was sent to the director of the Ulyanovsk branch of OAO Rostelecom with a request to eliminate the identified violations.

- On July 11, 2014, the prosecutor's office of the Novoburassky district of the Saratov region announced that during the monitoring it had found the book “Russian Cuisine. The ABC of "Domestic Terrorism" (item 468 of the federal list). The district prosecutor filed a lawsuit to restrict subscribers' access to Internet resources.
- On July 9, 2014, the prosecutor's office of the Samoilovsky district of the Saratov region, during monitoring on one of the sites, found the book "International Jewry Henry Ford", which is included in the Federal List of Extremist Materials under number 459. The prosecutor's office filed a lawsuit with a demand to block access to the page with the material .
- On July 7, 2014, the Leninsky District Court of Grozny, with the participation of the prosecutor of the prosecutor's office of the republic, considered and satisfied two statements of claim to stop access to the articles "Jihad - the pillar of Islam and its pinnacle", "Every race, carefree: mixing its own blood with someone else's, is doomed to die" , recognized as extremist and included in the federal list of the federation, it is prohibited to distribute extremist materials through the mass media and carry out extremist activities by them.
- On June 27, 2014, the prosecutor's office of the Bratsk district of the Irkutsk region announced that during the audit it had discovered that telecom operators, limited liability companies Gamma and Finteko, had not blocked access to materials recognized as extremist on the basis of court decisions and included in the federal list of extremist materials of the Ministry of Justice of the Russian Federation. The prosecutor's office of the district submitted a proposal to the director of Gamma LLC to eliminate violations of the law in the field of countering extremism. Since the head of the company did not fulfill the requirements set out in the submission made by the prosecutor, the deadline for its consideration was violated, he was brought to administrative responsibility under Art. 17.7 of the Code of Administrative Offenses of the Russian Federation (failure to comply with the legal requirements of the prosecutor). Based on the results of the presentation, the telecom operator eliminated the identified violations, and the employee responsible for the information security of the enterprise was brought to disciplinary responsibility. Based on the results of the audit, the district prosecutor's office also sent a statement of claim to the Bratsk District Court on the obligation of Finteko LLC to restrict access to extremist Internet resources, the statement of claim is under consideration.
- On June 25, 2014, the prosecutor's office of the city of Vorkuta of the Republic of Komi announced that it had filed a lawsuit against the provider OJSC VimpelCom to restrict access to several sites containing materials prohibited by the courts, including the book by Benito Mussolini "The Third Way. - On June 10, 2014, the Shumerlinsk Interdistrict Prosecutor's Office of the Chuvash Republic announced that during the monitoring it had revealed the availability of free access on the Internet to several materials that had previously been recognized as extremist. In this regard, submissions were made to three providers demanding to restrict access to materials.
- On June 5, 2014, the Prosecutor's Office of the Oktyabrsky District of the city of Ivanovo announced that it had filed a lawsuit with the Leninsky District Court demanding that the provider OJSC VimpelCom restrict access to a page containing some material that had previously been included in the Federal List of Extremist Materials.
- On June 3, 2014, the prosecutor's office of the Inza district of the Ulyanovsk region announced that it had found "extremist" information on the Internet resources "yalta-kpss.livejournal" and "tovbin.hoter". On these resources, articles “Comrade Worker” and “Counterfeit Church” were found, recognized as extremist and included in the corresponding list. Subscribers, including minors, of the Ulyanovsk branch of OJSC Rostelecom had unrestricted access to these materials. In this regard, the prosecutor of the Inzensky district of the Ulyanovsk region demanded that the director of the Ulyanovsk branch of OJSC Rostelecom, in his submission, immediately take measures to restrict access to Internet resources.
- On May 27, 2014, the Prosecutor's Office of the city of Beloyarsky, Khanty-Mansiysk Autonomous Okrug - Ugra announced that it had filed a lawsuit against the provider OJSC Rostelecom with a demand to restrict access to a site that published anti-Semitic materials.
- On May 13, 2014, the Prosecutor's Office of the city of Ob reported that a book by I.I. Sinyavin "The Path of Truth", which is included in the Federal List of Extremist Materials (p. 2061). The city prosecutor went to court demanding that the provider block access to the page.

- On March 3, 2014, the Prosecutor General's Office of the Russian Federation demanded that Roskomnadzor block access to 13 communities on the VKontakte social network. It is reported that the communities “ propagated the activities of Ukrainian nationalist groups, contained direct appeals addressed to the Russian people
