The Public Chamber discussed a new package of anti-terrorism laws

On January 28, 2014, public hearings were held in the Public Chamber to discuss a package of anti-terrorism bills submitted to the State Duma.

During the hearings in the Public Chamber (PC), dedicated to the discussion of a package of anti-terrorist bills submitted to the State Duma, the conclusion of the Institute for Monitoring the Effectiveness of Law Enforcement of the Public Chamber, signed by lawyer, member of the Public Chamber Elena Lukyanova, was announced.

According to the conclusion, the new anti-terrorism bills contradict current legislation. As the authors of the document point out, the “legal uncertainty of an entity” that stores information that appears on the Internet (including personal information) for six months and transfers it to the competent authorities “can lead to negative consequences” and is a violation of the Constitution. They also violate the Constitution and restrictions on electronic payments.

Representatives of law enforcement agencies and the State Duma assured that the projects correspond to “international practice” and proposed new ways to expand control over the Internet, for example, limiting free Wi-Fi in public places.

The hearing participants expressed their readiness to support the introduction of new anti-terrorism measures, provided that the security forces will be controlled by civil society. Thus, member of the OP Joseph Diskin spoke in favor of creating a public council under the FSB and under Roskomnadzor - to conduct an examination of sites subject to closure.
