Murmansk investigators reported on the fight against extremism in 2013

In February 2014, the Investigative Directorate of the Investigative Committee of the Russian Federation for the Murmansk Region reported on the fight against extremism for 2013.

It is reported that eight criminal cases were initiated in the region under Art. 282 of the Criminal Code (incitement of national and religious hatred) and one case under Art. 280 of the Criminal Code (public calls for extremism).

We have information on the following cases:

In March , a criminal case was opened in the city of Olenegorsk under Part 1 of Art. 282 of the Criminal Code against local resident Alexei Zaitsev, who is accused of publishing on his page on the social network VKontakte a video “Social advertising banned on TV in 2010/2.”

In August, a criminal case was opened in Murmansk under Part 1 of Art. 282 of the Criminal Code against the owner and one of the authors of the Blogger51 website, Alexander Serebryanikov, in connection with the publication of the article “The former head of the capital representative office of the Murmansk region was shot” and comments to it. We consider this case to be unlawful.

In September , a criminal case was opened in Murmansk under Part 1 of Art. 282 of the Criminal Code upon the discovery of several texts on the social network VKontakte that call for racist violence and murder.

In September , a criminal case was opened in the city of Severomorsk under Part 1 of Art. 282 of the Criminal Code against a 23-year-old local resident, who is suspected of having published xenophobic videos on his page on the social network VKontakte, calling for violence against various ethnic groups, including Russians.

In July 2013, a criminal case was opened in Murmansk under Part 1 of Art. 282 of the Criminal Code against Roman Dunaev, who is accused of publishing prohibited xenophobic videos and images on his page on the social network VKontakte.

In addition, it was reported that in February, a 30-year-old resident of the city of Kola was detained for publishing xenophobic materials in the group on the VKontakte social network “Slavic North”. Unfortunately, we do not know whether a criminal case was brought against him, and if so, under what article.

Similarly, we do not know whether criminal cases have been initiated against two Azerbaijani citizens whom police detained in the summer on suspicion of inciting religious hatred.
