It is supposed to be directed mainly to repay the debts and (nearly 11 million rubles) to increase salaries to teachers in the field of children's additional education - in accordance with the President’s “May decrees”. The city must find about 30% of its money to finance the promise of Vladimir Putin.

In the end, with regard to “fundamental problems”, a session of deputies of the City Duma was and remains a working, regularly working mechanism. And the implementation of the “May decrees” of the president is the most fundamental problem for all branches and levels of power.
