Racism and xenophobia. Results of April 2014

In April 2014 from racist and neo-Nazi motivated attacks, at least 6 people were injured, of which one person is a citizen Tajikistan in Moscow - died.

In total for the first four months of 2014 in 11 regions Russia killed 8 people and beaten at least 31 people. 1 person received threat of murder.

In April, we recorded at least 4 acts of vandalism, which could be regarded as motivated by hatred or neo-Nazi ideological settings. Since the beginning of the year, there have been at least 17 such actions of vandals.

Around April 20 (Hitler's birthday), as usual, the number of neo-Nazi incidents increased. This year 21 April in Chelyabinsk, unknown vandals set fire to the building of the prosecutor's office Kalininsky district, leaving on the wall an image of a swastika and inscriptions about Adolf Hitler. On April 20, one of the right-wing radical websites appeared video of the arson by nationalists of police stronghold No. 2 in Cheboksary. In addition, on April 18 in Moscow near the metro station Podbelsky, a citizen of Tajikistan was stabbed to death .

In the public sphere, the nationalists continued to campaign against the introduction of amendments to the law on citizenship. In St. Petersburg, the association "Russians", National Democratic Party, National Democrats, party "New Force" together with the party "Democratic Choice" V. Milov and "Party progress” A. Navalny held a rally on the Field of Mars on April 13, which brought together only a few dozen activists (from 50 to 70 people). The shares were held in several cities, but nowhere became massive.

The ultra-right carried out new raids in April. Movement activists “Shield of Moscow” on April 5 conducted a raid to catch taxi drivers working without licenses. They also carried out raids to find "rubber apartments". For example, the nationalists Frontier of the North (Syktyvkar), together with Guestbusters-Komi, found out the addresses of 13 apartments where labor migrants, and stuck Guestbusters stickers on the doors (a project of the Russians). After that, the activists photographed the doors with sticky stickers and published on their website with addresses. April 6 in Khimki, activists from Guestbusters movement in Khimki together with representatives of the “Russians” association from Dolgoprudny also conducted a raid, in during which several houses were checked.

With the onset of warm weather, a number of nationalist organizations took over the spring and summer outdoor activities, including training in knife fighting, hand-to-hand combat, movement over rough terrain.

At least 2 indictments were handed down in April sentences in cases of racist violence that include a hate motive. Three man was convicted in Kostroma and Smolensk.

In total, since the beginning of the year, at least 8 convictions for racist violence that take into account the motive hatred, against 16 people in 7 regions of the country.

For xenophobic propaganda in April 2014, at least 11 sentences against 11 people in 11 regions of the country.

The loudest was the sentence handed down on April 22, 2014 by Butyrsky District Court of Moscow to the editor-in-chief of the bulletin "Radical Politics" Boris Stomakhin. The court sentenced Stomakhin under Part 1 of Art. 280 of the Criminal Code (public calls for extremism), part 1 of Art. 282 UK (incitement of national and religious hatred), Part 1 of Art. 205.2 CC (justification of terrorism) and Art. 30 of the Criminal Code and part 2 of Art. 205.2 of the Criminal Code (preparation for public justification of terrorism using the media) for publishing several articles to 6.5 years in prison. We consider this sentence too harsh if take into account the fact that this is a punishment “for words”, as well as a small audience of resources, in which the articles were published.

Since the beginning of the year in cases of xenophobic propaganda at least 39 sentences were handed down in 39 regions, in which 39 Human.

In April, the Federal List of Extremist Materials updated 3 times (April 4, 11 and 24). It included paragraphs. 2270-2294. In April, the list was replenished: Islamic materials of various kinds, including websites of militant Islamist organizations organizations, Hizb ut-Tahrir materials, texts Fayzrakhman Sattarov, head of the banned Muslim community in Kazan; xenophobic materials of various kinds, including videos of Nazi skinheads, associated with "Format 18", texts from the "Slavic North" group; anti-Christian image from the social network "VKontakte"; texts by Gennady Pushkarev with calls for baptism; another book by Benito Mussolini; as well as such strange objects of law enforcement, like materials from the German Internet blog historian, employee of the University. Humboldt in Berlin by Sebastian Stopper and the visionary video "Testimony of Angelica Zambrano".

Materials already available there continued to be added to the list: the third time there was a video “PSA banned on TV in 2010 year", for the second time - the video "Execution of the Tajik drug dealer" and the famous anti-Semitic film "Russia with a knife in the back" (it was recognized as extremist and added to the list in 2007).
