At the 32nd session on July 10, 2014, deputies of the Pskov Regional Assembly amended Article 1 of the Regional Law “On Labor Veterans of the Pskov Region”. These amendments are all that remains of the bill “On Children of War”, which was discussed in Pskov for several years . Both the Communists and the Socialist -Revolutionaries introduced him to the regional meeting, but 33 votes “for” gained only an option proposed by the acting governor, and it is more important to note, a candidate for governors by Andrei Turchak. The long -awaited and demanded, intercepted by the opposition, the initiative was redesigned (if not emasculated) to the minimum possible budget costs. Instead of 24 thousand people (born between June 22, 1928 and September 22, 1945 and did not have any benefits) and 331 million rubles of costs, as was the case, the bill proposed by the Communist Party, among the applicants for the benefit, about 7 thousand people and expenses for 28 million rubles remained. Instead of 1000 rubles of surcharges for pension, as the Communists proposed, “children of war” will receive 340 rubles. In fact, the status of a “child of war” in the new law is not emphasized - just people whose childhood coincided with the Great Patriotic War will be able to receive the status of a labor veteran of the Pskov region according to a simplified procedure.
The law adopted on the eve of the elections caused an ambiguous reaction among its target group . The Pskov Province received a written response to this law from one of the "children of the war", a resident of the Pskov district, Yuri Alexandrovich Timofeev, born in 1936, and a retired doctor. We publish the text in the author’s version.
The regional meeting adopted the so -called regional law on "children of war." But its name is false in essence. And has no legal justification. In this law, the concept of “children of war” is not decisive and applies to 30% of the total number of “children of war”. Its more accurate name would be: a social benefit to persons born from 1928 to 1945. And not having social benefits.

How many words were said by politicians and officials about the “children of war”, how many clear minds thought on the topic: how to make the sheep are whole and wolves are full. A simple solution hung in the air.
In the Internet skirmish, one vigilant citizen wrote to me: what did you do during the period of occupation? According to his opinion, all who survived the occupation were the minions of the Nazis. Oddly enough, but such thoughts also visited our officials, the desire to conduct a massive test of all “children of war” expressed aloud.
It was possible to declare all of them suspicious people, and the topic itself would have disappeared. A compromise was accepted: a qualification of work experience was introduced. Officials and most deputies have been eliminated, the question is closed. Having acted on the principle of “divide and conquer”, most deputies insulted the majority of “children of war”.
The deputy Viktor Antonov once again expressed satisfaction, how cleverly left the delicate situation and how the “children of the war” are satisfied with the understanding of their merits. There is no merit in the fact that their childhood passed in cruel years. The state promised to defend their childhood, but the promise did not fulfill. Now we have moral and financial claims to the state. But the deputy Antonov expressed his opinion, passing him out for the opinion of the “children of war”. During my life, I heard many times how representatives of the state have given out their opinion for the voice of the people.
It is a pity that in St. Petersburg they did not think of the title of a blockade to be determined by work experience.
War veterans are leaving, now the surviving "children of war" are the last witnesses of the war years. Many of us suffered from hostilities. I started working about fifteen years after the end of the war. I know Viktor Antonov for several decades, we worked with him one department. Then Soviet healthcare was advanced in the world. Now it takes 130th place. It is not the fault of our generation that the country has died. This is the fault of politicians and ideologists. Our generation again suffered from perestroika. Having become a deputy, Antonov did not change for the better, apparently, the weathercock change of political addictions, a slight change of sovereigns, the need to hide their opinion in the interests of the collective party leading to the loss of individuality. Before us is a typical policy of mass stamping.
For many years after the war, the state made claims to the persons who visited the occupation. For this reason, I was not admitted to a military school. The last time I wrote about the stay in the occupation in the questionnaire when applying for work in 1975.
I would like to talk about the time of occupation.
In July 1941, my mother with three children in the general stream fled from the advancing Germans. Together with us, military units retreated. I remember the heat, the desire to drink and eat. From the carts walking in front, pieces of chopped sugar were poured, we lifted them from dust and sucked, from which thirst intensified. Air battle turned in the sky, shots on the ground were like a chatter of a sewing machine.
So on foot reached the village of Bykovo. Then go without food, the roof did not make sense. A collective farm herds were driven through the village, many pigs were left. They were scored by passing military units, the population. There were no household refrigerators, freezers, salt in the village. In the heat without bread and salt, meat ate for three days. Here they saw the Germans who arrived on motorcycles and armored personnel carrier.
Mom decided to go to intelligence home to the bottom. A familiar fellow traveler joined her on the way to her. When approaching the village of Gavrovo, they saw the Germans. The local population was built there on the street. They were put in a ruler and announced that ten local residents would be shot for the murder of a German soldier. Among them, my mother’s fellow traveler also fell.
In the bottom, our apartment was looted. When we returned to the bottom, the main task was to find food. The older brothers went to the place of battles, where the unexplored soldiers lay, and in one backpack (as they were called - “Sidor”) they found a two -kilogram jar of liver pastes; They ate several days.
The boys said that you can profit from German kitchens. Taking two pots, I went to the German hospital. which was located in the former hospital. A field kitchen worked nearby. When the Germans were fed, the cook allowed us to the kitchen. I was the smallest, and I got nothing. The German sentry took the pots from me, knocked on the window with a bayonet and handed them over to the stuck German in a white jacket. He returned full pots and tiles of chocolate. But this was not always the case.
Hunger was especially strong in the forty -first. They ate thorny sunflower cakes, linen seeds were a treat. The Germans evicted residents from the western part of the city to East. In the West, anti -aircraft guns and spotlights were installed. It suited some Soviet pilots. They flew in, freed from bombs on the eastern side. Then the Stalinist decree acted - to destroy dwellings in the occupied territories. There were many dead neighbors. Especially went to Soviet holidays. Four times bombs fell within a hundred meters.
Once we were noticed during the day in the field. There were five of us, three children. The plane circled over us and poured bombs. We fell asleep with clods of frozen land. Ten bombs were dropped, and, having bombed, the plane flew back. Another time, the bomb fell in five meters. I remember the growing screech of the bombs, a dull blow and the oscillation of the soil. The bomb did not explode.
In the forty -third, we went to the village to my grandmother. There was one anxiety - partisan groups that came at night and confiscated property. We were visited several times. My children's skis prepared by a aunt caps and swings went to fight fascism.
Then the Soviet government returned, secondary collectivization was carried out and collective farms were created. Bread cards did not rely on the village cards, the workdays were not paid, but there were natural and financial taxes. Naturally, hungry years have come. In the spring, I wandered around the raw collective farm fields and collected last year’s potatoes, “Schindriki” made it from it. I ate trade bread only at the end of forty -ninth.
They have not heard of medicine. I fell ill with bilateral pneumonia, and then a phlegmonous sore throat with boarding house. He recovered in a natural way. The consequences remained for life. He made the last ENT operation four years ago. Every night I have to wake up several times to free myself from sputum, sorry for the details. Now I have several more diseases, recently there was a violation of cerebral circulation, but the examination in the clinic only promises, although I had to receive it when the so -called medical examination, which was turned into a farce.
That was my childhood and old age. I worked in the north. My work experience in Soviet chronology is 50 years, in modern - thirty -nine and a half. I have state and departmental awards, but, according to our deputies, I must be pleased with their understanding of my merits. I understand the merits of the deputy V.V. Antonov, but, for example, he does not want to abandon some monthly ten thousand for gasoline. So we live in a parallel world - deputies and population, "perfectly understanding" each other.
The state pursues ostrich policy in relation to the "children of war". The president and prime minister have never found words for us. The State Duma pulls the rubber with the adoption of any decision, perfectly understanding that it is already partially solving this problem by simple delay for later: there are less and less “children of war”. But while we are - we are alive to reproach the state.
