Mikhail Margelov will leave the Council of the Federation of the Russian Federation after the governor's elections in the Pskov region
Mikhail Margelov, who for 14 years representing the Pskov region in the Council of the Federation of the Russian Federation, in September will give way to one of the three applicants called the future winner of the governor's elections in the Pskov region. His name did not enter the short list of any of the participants in the election race, including the favorite-the acting governor of the region Andrei Turchak. The decision turned out to be unexpected for both voters and the senator himself. The information background of the resignation, created by the loyal head of the region, Pskov media, turned out to be even more surprising.

The fact that the senatorship career of Mikhail Margelov was over was informed on the night of July 28 and on the morning of July 29, first, the Pskov News Tape, then the Pskov Information Agency with reference to the Izvestia newspaper. His name was not included in the list of three applicants for the senatorial post, with whom the favorite race, acting governor Andrei Turchak, goes to the election. This was officially confirmed on July 30, on the day when the head of the region submitted his package of documents to the election commission.
On this day, both politicians exchanged ritual curtains addressed to each other.
“I am with great respect for Mikhail Vitalievich Margelov,” said Andrei Turchak, emphasizing that such a “large federal politician” “will always be in demand”.
However, the commentary in the style of “my own to blame” and “I warned” continued: “As for my“ triple ”, as I originally said, the winners of the intra -party voting will take the first two places, and the third place - the representative of the public. Vice Speaker of the Regional Assembly, Head of the Pension Fund Elena Bibikova and deputy of the regional assembly, chairman of the regional council of trade unions Ulyana Mikhailov, participating in the primaries, scored the most votes of single-party ones. They represent the United Russia party. And Yuri Kirillovich Strav, Chairman of the Council of Veterans of our 76th Airborne Forces division, member of the Public Chamber of the Pskov Region, after consultations with representatives of civil society became the third on the list. ”
Recall that Mikhail Margelov really took part in the primaries of United Russia, losing to the results of voting and Turchak, and Bibikova and Mikhailova. However, at one of the sites, the Secretary of the Political Council of United Russia, Alexander Kotov, said that when choosing candidates for senators, “the party will recommend Elena Bibikova, Ulyana Mikhailov and Mikhail Margelov. This is an opportunity to form a good team. ” At that time, no one could suspect that the formal procedure would be used as an occasion to change the representative of the region’s executive branch in the Federation Council.
The Izvestia, quoting an unnamed source in the Council, wrote that Margelov "was upset" and "did not even appear at the last meeting of the SF and the Council of the Chamber."
The official commentary of the Senator, his spokeswoman Varvara Paal sent to the media on July 30, and a pronounced disorder in him did not sound:
“I and Andrei Turchak remain in the same team. But my surname will not be in the ballot. My views and sympathy have not changed. And Pskov, as it was, remains for me my native land. The earth with which the important part of my grandfather’s life is associated. The land that I myself fell in love with the first arrival here in my student years. The land, where both of my sons are already regularly driven. And where my family will continue to come. ”
The end of work in the Federation Council Mikhail Vitalievich presented as his own choice: “I am not leaving because I was tired. And because I feel the strength in myself for a new one: for new deeds, new directions and new challenges. ”
The chairman of the Committee on International Affairs of the Russian Federation promised to tell about the new field of activity in the fall: "You can firmly be sure of one - the main thing in the work will still remain the good of Russia."
The mutual respectful tone of public comments does not explain at all why the announcement of a significant political decision was organized in such a boorish way. Even if we assume that the leakage of information in Izvestia was a surprise for the election headquarters of Andrei Turchak, it is not clear why it was impossible to immediately release the same press releases, without leaving a temporary lag on the hooting of the suddenly declared critics of the senator.
The intonation, with which the Pskov media resigned all day on July 29, makes him doubt the divorce by mutual agreement and without complaints.
If the State Media Holding of the Pskov Region (PAI, Pskov Pravda, Komsomolskaya Pravda, etc.) limited himself to press releases, then the Civil Press Holding (PLN, Echo of Moscow in Pskov) convincingly proved the need to change the federal representative office.
In the author’s column of the editor of PLN Alexander Savenko, it was sounded that “in fact, the Pskov region was obviously not a priority for a long time” in the work of Mikhail Margelov, and he himself was represented by a sort of celestial, which “could not create conventions, not to create the illusion of his presence in the region” and probably did not believe that such a development of events would not be overpented - it was generally possible. ” “He is right to him,” - such is in a nutshell the general tone of the editorial column.
More sharply, the wording of the “Day Watch” information program, which was released on July 29 at the “Echo of Moscow in Pskov”, agreed here that “Margelov never used it, and now it is not particularly popular among the inhabitants of the region”, his achievements and developments, “and even more so,“ very dubious ”for 14 years of seniority. The only positive point is the grandfather, whose name in Pskov is a street; Even the very fact of the 14-year representative office of Pskov in the Council was filed with a shade of surprise. The general place was the assertion that Africa, America and Europe are much nicer for Margelov than the Pskov region.
In the same spirit, they spoke in the comments on PLN and Sparring partners of Andrei Turchak in the governor's elections. The deputy of the Pskov Regional Assembly, candidate for Governors from the Communist Party, Alexander Rogov, said that the President of the Russian Federation was just time to "say goodbye to some representatives of his environment, including such as Margelov." His colleague, a candidate from Fair Russia, Oleg Bryachak, said that Margelov did nothing useful for Pskov region, the regional deputy, candidate from the LDPR Sergey Makarschenko for the sake of noted that the second representative of the region in the Council Alexander Borisov would not do anything, Elena Bibikova, the most likely senator from Andrei Turchak.
Warm words addressed to his departure senator heard from the old-timers of the Pskov politics-ex-chairman of the Pskov regional assembly of Yuri Shmatov and regional deputy, entrepreneur Igor Savitsky. Both noted that Mikhail Vitalievich always sensitively responded to any requests from Pskov. By the way, we recall that one of the last public speeches of Margelov was just connected with Pskovshchina - he turned to the Ministers of Culture and Foreign Affairs with a request to include the nomination “Kremlin of Russia” on the agenda of the next session of UNESCO, which includes the Pskov fortress [ 1 ].
However, regardless of the merits and achievements, one cannot but admit that the Pskov region does not have a political figure comparable to Mikhail Margelov and in the foreseeable future. Probably, in the current political system, you should not overestimate the potential of the senator’s position as such (which is perfectly illustrated by Senator Borisov and confirm his future colleague). But purely theoretically, for the border region, it is definitely more useful for the Council of Council of Most of the largest Russian internationalists than the official of the Pension Fund, the trade union leader or chairman of the local veteran organization.
