On July 31, without special advertising, an urban planning council was held on the issue of reconstruction under the hotel of the territory of the former psycho -dispensary on Kuznetskaya, 2 in Pskov. The history of the hotel project near the Pokrovskaya tower has been stretching for the sixth year, since in 2008 a complex of buildings of the former neuropsychiatric dispensary on the street. Kuznetsk, 2 was sold in private property. When in 2011 the investor first presented his vision on the development of the site, it turned out to be a scandal in which both the authorities and society took a surprisingly consolidated position. For a while (although then it seemed that forever) the question of a hotel near the Pokrovskaya tower was removed.
Since then, the owner of the buildings also bought a land plot, and also formulated a new design proposal - noticeably more modest. On June 25, 2014, according to the statement of City Service LLC (behind which there is a well-known construction company Egle LLC), public hearings were held on the issue of providing permission for a conditionally detailed type of use of a land plot in Kuznetskoy, namely the construction of a hotel. The procedure, recall, is advisory in nature, and the permission for a conditionally detachable type of use of the land plot is issued to the developer by a resolution of the head of the Pskov administration. The conclusion of the minutes on the protocol published in the Pskov News newspaper for July 4 was formulated very carefully: “To recommend the administration of the city of Pskov to make a decision on the issue of public hearings, taking into account the proposals and comments” (if the hearings were successful, the protocol usually recommends amending the PPZ).
However, the very fact of considering the project at the Town Planning Council transparently hints that the results of the city hall public hearings will not be useful.

If at a public hearing the very idea of building a hotel near the Pokrovskaya Tower (and was rejected as an inappropriate place for military glory and Orthodox miracles), then at the city council the participants were proposed to evaluate architectural and planning decisions developed by the Federal State Unitary Enterprise “Institute of Special Project Stresting”. That is, in fact approval, with comments and suggestions, this particular project.
The sought -out approval was expressed by deputies of the City Duma, representatives of state structures and architects of the Pskovgrazhdanproekt Institute OJSC (whose shareholders are the founders of Egle LLC. That is, disapproval was unlikely to be possible here; although, of course, it looked like independent support of the professional community). Supporters of the project unanimously said that it was high time to put in order a place so significant from a historical and urban planning point of view.
The comments and suggestions came from the chairman of the Pskov branch of Vyopiik Irina Golubeva, a member of the Union of Architects Vladimir Shulyakovsky and the head of the Zelenkhoz trust Mikhail Sharaev. However, the deputy of the Pskov Regional Assembly, Lev Schlosberg, also made his proposal - to abandon the hotel and compensate the owner of this land plot with another, equivalent - but it was unlikely to be heard. The opinion of the architect Lyudmila Savelyeva, who actively opposed the construction of the hotel at public hearings, was also ignored. This time the Orthodox community was simply not given the opportunity to speak out.
In general, only the representative of the developer Vladimir Raskot referred to the results of the public hearing. He recalled that on June 25 the question arose of possible burials on the site, and stated that the owner decided to check this information.
“There are no confirmations that there were burials or cemeteries. That is, they are not, ”said Vladimir Ivanovich and said that even the sanitary and epidemiological station studied the soil on the site and issued the conclusion that everything was normal.
By the way, archaeologists did not find any burials. Which are already actively working on the site of the future - now there is no need to doubt - construction.

Considering that the question of the reconstruction of the psycho-dispensary under the hotel de facto resolved (although de jure has not yet been issued-the resolution of the head of the administration has not yet been made public after the public hearing), the details of the project were given a little attention. The chairman of the State Committee for the Protection of Cultural Heritage of Elena Yakovlev, the chairman of the State Cultural Heritage Superior, was waiting and did not wait for the discussion of the architectural appearance of the future hotel-and eventually refrained when voting, which confused the chairman of the city manager of Igor Kalashnikov. Elena Alexandrovna explained that she could not support a project that did not make changes recommended by the scientific and methodological council-although representatives of the developer have repeatedly referred to the fundamental approval of the method.

In her opinion, it is necessary, firstly, to carefully approach the planning of the site in order to focus on the fortress wall and other historical monuments, and secondly, to redo the facades-each of the four must carry the front function, thirdly, to lower the height of the side wings so that visual ties with the Pokrovskaya tower do not overlap. Vladimir Shulyakovsky also spoke of a decrease in the volume of the hotel (to the existing building). Mikhail Sharaev focused on another moment - the greatest value, which is a green belt around the old city. The building of the psycho -dispensary is the only traffic jam in the tourist route along the walls of the roundabout city, and since it does not manage to pull it out, you need to at least indicate this zone as a public place as much as possible, that is, not to allow any fences here.
Igor Kalashnikov oathly promised that all the comments made would be taken into account in the project. He unconditionally supported the idea of the hotel. It is time, they say, cut the weeds, cut down the bushes and put it in order a historical place so that people can walk there, instilling themselves a love of their native history: “For this we protect it. And not in order for this beautiful corner of Pskov to stand, overgrown with stormy and bushes. "
Until now, the property owner has complied with all the procedures and listened to specialists, so there is reason to think that the architectural project will be finalized properly. Another thing, there is absolutely no clarity, as the city government will explain the beginning of the construction of public hearings to the participants of the public hearings - people who saw themselves surrounded by like -minded people and who have already had an illusion that their opinion matters.
