Georgy Fedorov, a member of the Public Chamber, asked the minister culture to ban entertainment establishments from celebrating Halloween as contrary to "the norms of religious ethics and universal morality."
On October 22, 2014, it became known that a member of the Public chamber of the Russian Federation, Georgy Fedorov addressed the Minister of Culture Vladimir Medinsky with requesting a recommendation to entertainment venues to refrain from celebrating Halloween.
“Perhaps, with the support of relevant authorities, even provide an incentive system, including financial, for those who will listen and stop placing pumpkins and fake dead in their institutions ," the statement says.
The author of the appeal refers to complaints from residents of different regions, dissatisfied with the fact that on the day of Halloween there are drunk people in costumes on the streets corpses and monsters.
“Unfortunately, since the 1990s, we have been very actively imposed a way of life and behavior that is completely uncharacteristic of our cultural traditions. In addition, a number of extremists use such "holidays" in their propaganda purposes. I think that it is necessary to give an ideological assessment to this holiday and start counter-propaganda. After all, we have our own traditional holidays, which at least do not contradict the norms of religious ethics and universal morality ,” G. Fedorov said.
The Ministry of Culture reported that the activities of cafes and restaurants, where Halloween is usually celebrated is not under the jurisdiction ministries, and there are no plans to celebrate this holiday in museums and libraries.
