In this compilation, we record the claims of prosecutors to telecom operators
block websites containing "extremist materials" and these
requirements are not always, in our opinion, legitimate.
This document combines the news about the blocking of sites,
for which we have no reason to believe that law enforcement agencies
exceeded their powers.
Those cases when it comes to blocking access to the site, on
on which there are no materials included in the Federal List, or on which such
materials are an atypical exception (for example, in the network
library) are displayed in a similar document in the section "Illegal
anti-extremism".
And some news is displayed in both documents, so
how decisions on different sites may, for example, be legitimate to varying degrees.

- At the end of December 2015, the prosecutor's office of the Tver region announced that it had submitted a proposal to the director of TeleDom LLC to eliminate violations of the law. The prosecutor's check showed that TeleDom LLC did not restrict its subscribers' access to Internet portals containing information included in the Federal List of Extremist Materials. The check was carried out by employees of the prosecutor's office of the Tver region, as well as regional departments of the FSB of Russia, the Ministry of Internal Affairs of Russia and Roskomnadzor.
- In December 2015, the Leninsky District Court of Nizhny Tagil ordered the telecom operator OOO Convex telephony to block access to extremist websites. Free access to websites of an extremist nature, included in the Federal List of Extremist Materials, was found in the Chicken House restaurant served by the operator near the railway station.
- On October 16, 2015, the prosecutor's office of the Leninsky district of the city of Penza announced that the Internet provider of OJSC Rostelecom provided access to Internet resources that contain information prohibited for distribution. It was about the materials included in the Federal List of Extremist Materials: the video file “David Duke Jewish Racism through the Eyes of a Rabbi”, the materials of the article “Bomb from the household. mage. 2”, video “On the coming of Christianity to Rus'. 15 points of church genocide against the Slavs. The prosecutor of the Leninsky district of the city of Penza submitted to the director of OJSC Rostelecom a proposal to eliminate violations of the law on countering extremism. The document is under consideration.
- In June 2015, the prosecutor's office of the Sterlitamak district of the Republic of Bashkortostan reported that 22 Internet resources published articles about the activities of the Hizb-ut-Tahrir organization, as well as anti-Semitic materials. The Internet operator OJSC Bashinformsvyaz did not restrict the access of its subscribers to this information. The district prosecutor's office filed a lawsuit demanding that the company be ordered to block access to extremist texts. The court agreed with the prosecutor's statement and granted it in full.
- On April 22, 2015, the prosecutor's office of the Nikolsky district of the Penza region announced that it had discovered facts of the dissemination of information materials of extremist content, in respect of which there were court decisions that had come into force on recognizing them as extremist. We are talking about the books of M.K. Volkov "Why do people not like the Jewish mafia?" (published by the Russkaya Pravda group, (decision of the Zyuzinsky District Court of Moscow dated August 28, 2013); songs of the Justified Terrorism group: “Justified Terrorism - Hatred and Freedom”; “Justified Terrorism - Anti-Russian”; audio file (song) "Justified Terrorism p.u. Fundament - Lyrics of the Time of Troubles" "Justified Terrorism - The Path of the Partizan" (decision of the Industrial District Court of Stavropol dated July 10, 2014) The provider of the sites that host these materials is OJSC Rostelecom. Based on the results of the audit, the prosecutor of the Nikolsky district submitted a motion to the director of the Penza branch of OAO Rostelecom to eliminate violations of the law on combating extremist activity.
- On April 10, 2015, the prosecutor's office of the city of Kuznetsk, Penza region, announced that it had found free access to sites that hosted G. Günther's book "Selected Works on Racology". Access to these Internet resources is open to a wide range of users, including minors in the city. The technical possibility of access to information is provided by OJSC Rostelecom. Based on the results of the inspection, the prosecutor of the city of Kuznetsk submitted a proposal to eliminate the identified violations to the head of OJSC Rostelecom. The act of the prosecutor's response is under consideration.
- On April 9, 2015, the prosecutor's office of the Inza district of the Ulyanovsk region announced that it had established on a number of Internet resources the possibility of distributing materials containing propaganda of the inferiority of citizens on the basis of their belonging to nationality and religion. We are talking about the pages of the sites "mir.zavantag.com/biolog", "jhistory.nfurman.com/russ", "rusimperia.info/catalog", "russia-talk.com/rf". At the same time, issues of the Great Russian Host magazine No. 21 for 2004 “Discourse on racial prejudice”, No. 1 (23) for 2007 “Jewish Strategy” and No. 9 (15) for 2005 “Whose State is Russia?” By decision of the Butyrsky District Court of Moscow in December 2009, they were recognized as extremist and included in the corresponding federal list. This also applies to the book by Boris Mironov "The Sentence to Killing Russia", recognized as extremist by the decision of the Petropavlovsk-Kamchatka City Court of the Kamchatka Territory of 04/01/2010. Access to the sites is provided by the provider OJSC Rostelecom. In this regard, the prosecutor of the Inza district of the Ulyanovsk region demanded that the director of the Ulyanovsk branch of OJSC Rostelecom, in his submission, immediately take measures to restrict access to Internet resources that promote the inferiority of citizens on the basis of their belonging to nationality and religion, and to hold strictly accountable all guilty officials.
- On March 31, 2015, the prosecutor's office of the Penza district of the Penza region announced that it had found extremist materials on the Internet in free access. We are talking about the videos “Russian, wake up! There is a war against you!”, “Appeal of the fighters of the Slavic Union to the Russians”, “GO SLAVES”, recognized as extremist by the decision of the Prikubansky District Court of the city of Krasnodar on January 26, 2012, the text of the song “Skinhead Muscovites” by the group “Bumblebees”, recognized as extremist by the decision of the Northern District Court of the Orel court dated June 30, 2014, the video file “Glory to the Russian people”, recognized as extremist by the decision of the Gusevsky city court of the Kaliningrad region of September 8, 2014. The provider of the sites on which the materials are posted is OJSC Rostelecom. The prosecutor of the Penza region submitted to the director of the Penza branch of OAO Rostelecom a proposal to eliminate violations of the law on combating extremist activity. The submission is under consideration.
- On February 6, 2015, the Kuzminskaya interdistrict prosecutor's office of the city of Moscow announced that it had filed lawsuits against the providers Click LLC, United Local Networks LLC and Inet Kom LLC with a demand to restrict access to several sites on which prohibited Adolf Hitler's books Mein Kampf (My Struggle) and Joseph Goebbels Goebbels Joseph. In this regard, the prosecutor of the Zheleznodorozhny district of Ulyanovsk demanded that the director of the Ulyanovsk branch of OJSC Rostelecom, in his submission, immediately take measures to restrict access to the pages of Internet resources and bring all guilty officials to strict liability.

On February 18, 2015, the prosecutor's office of the city of Balakovo, Saratov region, announced that it had filed a lawsuit to restrict access to sites containing extremist materials after it discovered materials that were recognized as extremist in free access on the Internet on a number of Internet resources and, as a result, are prohibited for free distribution on the territory of the Russian Federation. According to these facts, the city prosecutor's office sent 12 statements of claim to the court to restrict access to sites containing materials recognized as extremist.

On January 17, 2015, the Prosecutor's Office of the Republic of Altai announced that it had sent five statements of claim to the court demanding that duties be imposed on the Internet providers of the republic - OJSC Rostelecom, LLC El-Telecom, LLC ONGNET, LLC ONRELA and Mobile TeleSystems OJSC to restrict access to extremist videos on the relevant Internet sites. In addition, submissions were made to the director of the Altai regional branch of the Siberian branch of Megafon OJSC and the Barnaul branch of Vympel-Communications OJSC with similar requirements.
