Since 2010, doghanters openly conducttheir “activities” to kill animals, coordinate their actions on social networks, share poisons recipes, scatter poles for dogs in parks and squares , near playgrounds, not caring that small children can be their victims. Thousands of pets have already died from the actions of the doghan, animal owners are indignant, but they cannot do anything.

“Any home pet is a family member, so its loss is very scary,” says Lyudmila , the mistress of the dog and a cat. -There are elderly lonely people for whom a dog is the only native creature, there are people for whom a pet is the only way to at least give someone's love and care to someone. Children usually adore home animals, and the death of such a friend for them is a tragedy. Dohganters are real flayers, because they do not just kill, they spread evil and cruelty around them: if they can do this with the animal, then they are capable of any crime.

Zoojeters welcome the bill of St. Petersburg deputies, but they are going to send them their options for amendments and additions to the bill, says Dinar Ageeva, head of the animal protection center of animal rights.

- We believe that it is necessary to take into account not only the killing of animals, but also the cruel handling of them, when, for example, adolescents torment animals only in order to then post a video on the Internet. Or we met with the fact that animals are walled up in basements. We must talk about such an unpleasant moment as sexual contacts with animals that are simply raped - all this should be reflected in the law. I hope that the law will be adopted by the State Duma, because otherwise a wave of popular indignation can just go off the way. I myself have repeatedly heard the conversations of dog owners, who were indignant at the inaction of the authorities and said that if nothing changes, they would begin to restore order on their own, that is, you can get to the same clock.

Dinara Ageeva says that recently the police turned to face people who suffered from the actions of the doghunters, began to accept statements from them, which was not previously observed. But the Deputy Director of the Agency for Journalistic Investigations , Yevgeny Zashenkov, believes that the problem of doghunters lies primarily in the field of public opinion.

You can probably find a girl. But we understand how many of such girls, what is this world, and God forbid, so that they punish not so much them as the containers of dens. The same thing with doghunters - they exist, this is a sad fact that makes a person’s face less civilized. If the legislator raises this problem in order to agree that this cannot be done to attract public opinion - everything is in order. But if he comes up with the law and says - everything, now everything is in order, now the police will fight this, then he is either a nearby or crafty person. After all, a policeman of the patrol service or the district police officer are already littered with work, and now this will also fall on them: we must interview witnesses, make an examination of poison, go through surveillance cameras. Obviously, the district police officer will say: listen, here I have a pedophile, here is a robber, there were two hijackers tonight - which doghanters?! You can, of course, say that someone does not want to work, but these are realities. In addition, there is another problem: the city is a funnel where wild dogs gather in flocks, but does the state have a mechanism to fight this? If he was, I would say to the doghan: what are you interfering? If the mechanism does not work, if in some area the power lies on the asphalt, then it must be raised. And just say that there is a law, and now the police will work is very recent statements.

The bill was submitted to the Legislative Assembly by deputy Vitaly Milonov. According to him, after holding public hearings on the problem of doghan, legislators did a lot of work.

The problem is that the scattering of poison itself is not a crime, because often this poison is not a recognized dangerous poisonous substance, often it is used by sanitary control organs for the control of dogs and other domestic animals. Therefore, those dohganters who did not even hide their sadistic inclinations felt safe, spreading substances that are dangerous only for dogs. Unless the dog owners could catch and beat them, the police did not have the right to carry out operational-search activities in relation to them, since their classes did not fall under the 245th article of the Criminal Code. And we proposed to make the murder of dogs in a generally hazardous criminal act, so that those who call on this on the Internet could also be held accountable, up to the arrest of up to 1 year so that these sites can be blocked, and the publics were closed. We hope that in the State Duma there is enough humanity to adopt a law that protects our smaller brothers.

According to Vitaly Milonov, the bill was developed and supported by the United Russia faction, but the Yablokinsky deputy, Alexander Kobrinsky, claims that it was Yabloko that had long made efforts to combat doghantors, and he put the current bill lowly.

And we have theft and murder here. You want to do an examination at your own expense. People do an examination at their own expert, but it still does not go anywhere, no one is going to search for and detain these doghunters, although it is very simple to do it. In their groups on social networks, they openly discuss the actions of dog poisoning, discuss methods, dates, place, advise about poison recipes, dangerous, by the way, for people, especially for young children who are still dragging into their mouths. So there are no special search methods here, only political will is needed here, a team from above. After all, we have as: even if there is no law, but there is a team of the boss, everything will be done, even contrary to the law, as it happens with the acceleration of pickets, as it was with the ecologist Vitishko, who received 3 years to the inscription on the wall around the cottage Governor Tkachev: the law is resting - the personal interests of the government representative are affected. And if, on the contrary, there is a law, but there is no political will, then no one will do anything. They just don't give a damn about everything. Agree that those dogs and cats that the inhabitants of the Rublevsky highway started, because no one will poison them.
