In late March 2015 in Murmansk, due to the expiration of the statute of limitations, the criminal case under Art. 282 of the Criminal Code against the owner of the site "Bloger51" Alexander Serebryanikov.
March 30, 2015 Oktyabrsky District Court of Murmansk closed the criminal case against the owner Murmansk site "Blogger51" Alexander Serebryanikov in connection with expiration of the statute of limitations. At the same time, the court agreed with the qualification of Serebrynikov's actions.
In 2013, against the owner of the site was a criminal case was initiated under Part 1 of Art. 282 of the Criminal Code (inciting hatred or hostility, as well as the humiliation of human dignity). The reason for this was the publication material containing "statements, inciting to hostile actions against a group of persons united by sign of attitude to religion .
We are talking about the appearance on "Blogger51" in a post dated March 5 2013 paragraph of nationalistic content on the murder in Moscow former head of the representative office of the Murmansk region Adil Nazim oglu Makhmudov. Serebrynikov claims that the paragraph appeared in the text after the site was hacked; detecting interference, the editor promptly deleted someone else's text and moved archived news.
In May 2014, during the ongoing consideration, the Oktyabrsky Court decided to return the Serebryanikov case to further investigation, but in July the Murmansk Regional Court overturned this decision, and the case returned to the district court.
According to the Murmansk site "FlashNord", the investigation was initiated after the publication on website of the article "Polar Widow" criticizing the governor of Murmansk area of Marina Kovtun. The article was originally published on the website "The Moscow Post", then in abbreviation with reference to the source - on Blogger51.
Site "Blogger51" dedicated to social problems residents of the Murmansk region, publishes materials critical of regional and municipal authorities.
