
The Ministry of Education and Science of the Russian Federation is developing a bill on the creation of a database with detailed information about students and their parents. It is assumed that information about the performance, health and families of 22 million schoolchildren and students will be available to a wide range of federal departments, regional and municipal authorities.
The draft law, which provides for amendments to the laws "On Education" and "On Guardianship", is published on the Unified portal of legal information. As indicated in the accompanying documents, a change in legislation is necessary for the "creation and functioning of the unified federal interdepartmental system for accounting for the contingent of students in basic educational programs and additional general educational programs." It is assumed that the personal data of students in the database will be regional and municipal structures, and the Ministry of Education and Science will carry out the "methodological and methodological support of the system." The public discussion of the bill will continue until August 24, and the planned period for the entry of the normative act by force is on September 1, 2015.
As Kommersant notes, the project involves a significant expansion of the circle of departments that have the right to collect, process and store personal data of students. So, the list includes the Ministry of Health, the Ministry of Labor, tax and pension authorities, municipal and regional educational structures. The collection of information will be carried out in accordance with the order of the government on the creation of the "Unified Federal Interdepartmental System for Accounting for the Competition of Students."
Data on children, as suggested in the Ministry of Education and Science, must fall into the base from the moment of birth. In the personal file, information about educational institutions and academic performance, victories in competitions, olympiads, etc. In addition, the database should contain information about the student’s health, as well as information about parents and the situation in the family. Given the fact that 14 million people are studying in Russian schools, 2.8 million in colleges and technical schools, 5.6 million in universities, then without taking into account parents, the database should contain information about 22 million citizens.
How much a person will receive access to the database is unknown

This information is necessary for bodies when making managerial decisions, parents and students engaged in educational activities. At the same time, the problem is not only obtained by obtaining these Data from another department, but also the connection of health data with data on students and their stages of training.
According to the prime minister, the new system should increase the effectiveness of state and municipal management in the field of education, influence the quality of the provision of state and municipal services in electronic form in the educational field and ensure the transition to a qualitatively different level of work of information systems in the field of education, healthcare, and social support.

It should be noted that the documents of the government and the Ministry of Education do not even contain approximate information about how much a person will eventually receive access to the database and how the issue of unlawful use of information about students, especially minors, will be regulated.
Information leaks and hacker attacks have already occurred
At the same time, schools have already encountered problems related to the imperfection of legislation on the protection of personal data. In particular, in the fall of 2014, the heads of more than two thousand schools, kindergartens, boarding schools, etc. were punished for publications on the website of educational institutions of children's lists, while Izvestia indicated, the consent of the children and parents themselves was not taken into account. Lists of the winners of the Olympiads and competitions were even banned, which gave rise to assumptions about the imminent appearance of messages in the spirit of "One Boy ran 100 meters in such and such a time," without specifying surnames.

Under the current legislation, a graduate has the right to prohibit disclosing his personal data. In this case, the registration form does not indicate the details of the passport and other document, and all accompanying papers are filled out by hand. The results of the exam are transmitted in a closed envelope, information about the scored points is not introduced into the information systems. However, such anonymity prevents the verification of the reliability of information about the results of the exam during admission.
The Ministry of Education and Science is not ready to protect information about students, Burmatov believes
Questions arose in connection with mass leaks to open access of personal data, caused, as expected, insufficient security of electronic diaries and magazines.
