April 28, 2015 World Russian Expert Center People's Cathedral (VRNS) distributed a memorandum on the "fight against Russophobia".
The authors of the memorandum consider it an omission that the word "Russophobia" " has not yet found its due reflected neither in international legal instruments, nor in the normative legal documentation of the Russian Federation" . They are also dissatisfied with the fact that “the scientific study of the phenomenon of Russophobia in Russia and in the world is also in its infancy.” This document is intended to give public impulse to realize the danger of its spread in Russia and in world, encourage the scientific community to study Russophobia as one of the modern varieties of xenophobia .
The authors of the memorandum refer to Russophobic defamation, in in particular, "false accusations of Russia in unleashing the Second World War, the concept of "equal guilt" and "equally criminal nature" USSR and the Third Reich” and negative publications about Russia in foreign media.
