
On June 12, a vote began on the primaries of the democratic coalition in Novosibirsk, Kaluga and Kostroma. The winners of the preliminary elections will head the lists of the RPR-Parnas in the elections to local parliaments in September. Lists promise to form until the end of June.
Back in April, the Party of Progress Alexei Navalny, the RPR-Parnas Mikhail Kasyanov, the “Civil Initiative” by Andrei Nechaev, the “Party of December 5”, “Democratic Choice” and the “Liberian Party of Russia” announced the creation of a single coalition to participate in the regional elections and then in the elections to the State Duma in 2016. Then three regions were named, in which the coalition was going to conduct a campaign, and-as a fundamental condition-the conduct of primaries for the formation of lists of candidates (see NT No. 14-15 of April 27, 2015).
In almost immediately, friction began: “Civil Initiative” a few days after the press conference (obviously, wanting to avoid the need to conduct her candidates through the primaries procedure) that she would nominate her own lists in Kaluga, Novosibirsk and Kostroma. By the end of May, the statements became tougher: “... the Civil Initiative party made the final decision to directly nominate its candidates in Kaluga and a number of other regions. Unfortunately, all our attempts to negotiate with Parnassus about the division of the regions and the rejection of competition came across complete unremarking for compromises. ” And everyone immediately remembered how for years they tried to unite the ATP and Yabloko and never united. 
The rest of the parties do not dispute the need for primaries. The final lists in the regional elections will be submitted from the RPR-Parnas party (only Parnassus and Dembris have a formal right to participate in the elections), but they will include the winners of the primaries, regardless of their party affiliation. Alexei Navalny spoke in his blog extremely unequivocally: “A) the formation of lists is not from Moscow and not by party bosses, but in open primaries, b) lists on the RPR-Parnas base are two basic conditions for which the coalition was created.”
Until June 1, candidates who wanted to take part in the preliminary elections could register on a specially created democratic coalition website-https://novosibirsk.dem-coalition.org/. In the same place, taking into account the election experience in the coordination council of the opposition in 2012, those who want to become voters in primaries should be registered. The potential voter must fill out the questionnaire, get the SSMES with a registration code and respond to a checking phone call. After that, you can vote online - right there, on the site, or offline at the coalition headquarters.
The slogan at the preliminary elections is common. Only the name of the city changes: “Kostroma decides!”, “Kaluga decides!”, “Novosibirsk decides!”
Candidates conducted election campaigns - held debates, met with residents of cities. Navalny spoke at rallies in Kaluga, Kostroma and Novosibirsk - he himself cannot take part in the elections, since he was condemned conditionally in the Yves Rocher case, so the purpose of his trips is to campaign for participating in the primaries and clarifying the goals of the coalition.
The local residents noticed the primaries (hundreds of people came to meet Navalny), and local authorities. The invariable background of meetings with voters and debate was scandals and provocations. In short, in three Russian regions, people remembered what a real policy looks like. 
In Novosibirsk, federal celebrities do not go to the primaries. The most famous media person among the candidates is the organizer of Monestations Artem Loskutov. But businessmen - Viktor Petrishin, Yegor Savin, Sergey Boyko want to get on the list of the democraticization. To participate in the political initiatives of an unsystematic opposition is a serious risk to entrepreneurs, but the desire to change the situation at least in its city turned out to be stronger.
“The names of the people, for whom I would like to vote, disappeared from the ballots. That is why many stopped going to the polls. There is such a moment: we, apparently, have long forgotten that one of the most important functions of the legislative body is a representative. But I do not feel that all these athletes, oligarchs, hereditary professional politicians represent me and my interests. So, I will not ask anyone to support me. But I want everyone to look at our candidates and choose the one who looks most of you. Here is such a legislature and we need it! " -said NT one of the participants in the primaries, IT entrepreneur Sergey Boyko.
Boyko-the curator of the work of the Headquarters of a peculiar “Coalition under the coalition”, which also includes the only candidate girl Daria SHEDOGUBOVA, the senior manager of the Department of Advertising in OJSC UCB “Accept” and the technical director of the geological and geodetic company SFRE-2000 LLC Anton Kartavin. Shadogubov, Kartavin and Boyko lead the campaign together, hoping that at least one of them will end up on the election list.
“Why is the Democial Academy? Firstly, because I share the views of the parties that are included in this association. Secondly, I like our team-all young, energetic, piercing. Well, thirdly, it would hardly have been allowed to participate in the primaries of any other batch with such ease. Everything is also available, openly, freely, ”Daria Shangubova explains his motives for the NT correspondent.
The primaries in Novosibirsk ended on June 15. From the three “coalition in the coalition”, Sergey Boyko (520 votes) fell into the list on the basis of the RPR-Parnas. Artem Loskutov also passed (584 votes), and the winner was the chairman of the regional branch of the RPR-Parnas Egor Savin with a result of 676 votes. “Now we have a big difficult task, but we will handle it - to collect 12 thousand signatures. I did not expect that I would win the primaries, I thought I would take 2 or 3rd place. We have good chances of getting into the Legislative Assembly, ”said Savin NT . - The question remains how the federal government, the election commission will behave. Will they repair obstacles to us. ” All winners fear that problems with the election commission may arise, for example, they will not accept the signature. “Now is the stage of collecting signatures, it is important to collect 12 thousand, and make sure that they are not stripped by acceptance in the election commission, and then I think no longer the problem to gain the necessary 5%. If the list is gaining 5%, then 2 people pass (Savin and I), if 7-8 then three, ”said NT Artem Loskutov. Savin believes that if everything goes according to plan, then they will be able to score 15%in the autumn elections. Boyko says - "If we are registered, then to gain 15-18% in the city is quite good chances."

Kaluga: Hero "Dissernet"
The most famous of the candidates, who decided to compete for primaries in Kostroma, is one of the leaders of the RPR-Parnas Ilya Yashin. But in Kaluga, Andrei Zazakin is going on to the polls. Although it is more correct, probably, to indicate the nickname under which he is known on social networks: doct_z. Yes, this is the same doctor Z, the co -founder of the Dissernet project, a thunderstorm of official owners of linden scientific degrees. It was he who at one time discovered that the United Russia Vladimir Pekhtin has an undeclared apartment in Miami. The Pachting, as a result of which Pekhtin ceased to be a deputy of the State Duma, is his merit (see also NT No. 5 of February 18, 2013).
Why is Zayakin (originally from Magadan, a theoretic physicist, the author of more than 20 scientific publications) replaced the audience of the Spanish University of Santiago-de Compostel, where he worked in recent years, to the streets of Kaluga? He promises to voters "first of all to protect the interests of the educational and scientific sphere." It is in the Kaluga region, by the way, Obninsk is located - the first Russian science city. In a letter to the NT editorial office, the scientist explains his campaign in politics: “I really want to offer plots that are not beaten by repeated repetition, but represent no less important sphere for applying efforts by democratic forces ... The topic such as the deregulation of high -tech and high -tech industries has completely left the agenda of democratic politicians.” Kaluga region in this regard is a very interesting region. Local authorities manually removed many administrative barriers to business. And, according to Zayakin, now “Kaluga Region is the brightest example of the fact that in modern Russia not only the raw material business, but also the powerful real sector in industrial production.” Zayakin hopes that he will be able to transfer these innovations from manual regime to institutional. 
Under the look
Local authorities closely monitor the activity of opposition in the regions. Meetings with voters and debate cannot do without incident. In Novosibirsk, Navalny, before the press conference, unknown people threw eggs. On June 7, the politician met with the townspeople, and on June 8, the deputy chief of the Main Directorate of the Ministry of Internal Affairs in the Novosibirsk Region Alexei Kirillov was fired by decree of the President. "After that, not necessarily because of that." However, it was Alexei Kirillov over the past years that he personally managed to ensure order at all mass events of Novosibirsk. Naturally, the rally of Alexei Navalny was no exception. The police that day behaved correctly and did not allow clashes between the loyalists of Navalny and his opponents, who on this day on the Ob embank were more than enough. Local media insist that Kirillov was fired precisely because of the rally, which went too smoothly and good. So smoothly that no one even had to detain anyone.
In Kostroma, billboards that announced the meeting with Navalny on June 9, mysteriously disappeared. He did not even really have time to be happy. “The first billboard in my life (they had never been allowed anywhere before). Kostroma - Mon Amur, ”wrote Navalny on Twitter. The coalition headquarters submitted an application for the theft to the police, they have not yet found attackers.
All measures within the framework of the primaries are earned diligently by members of the “National Liberation Movement” by deputy Yevgeny Fedorov, fighters with an orange threat and an American conspiracy. They carry posters with them, accusing the coalition participants of cooperation with the State Department.
And an elderly woman came to meet with voters in Kaluga on June 11, in which local political activists recognized a professional provocateur. The strong young people accompanying the lady chanted: “Navalny is afraid of my grandmother!”, “Skip the blockade!” According to Leonid Volkov, one of the associates of Navalny, the "grandmother-blocker" was no more than fifty years old. “Good creative,” Volkov praised opponents.
"Blockade" was allowed to the microphone. “Violetta Mikhailovna, an honored cultural worker,” she introduced herself and added, apparently addressing the organizers of the meeting: “I am talking from our governor ... You betrayed Russia to America! You paid all young rubles to all young rubles yesterday for them to come here. But the money turned out to be false ... " 
Of course, the chances of members of the coalition in local elections are small: the activity with which their work is trying to disrupt already at the stage of primaries indicates: during the election campaign against opposition, all the possibilities of an administrative resource are involved. But this activity also means that, despite the constant statements about the unpopularity of the participants in the primaries, the authorities sees a real threat in their activities.
A real struggle ahead. The very participation in regional campaigns is also a kind of primaries before the elections to the State Duma. For coalition, it is not so important today to get mandates in local parliaments on how to work out mechanisms for mobilizing voters and volunteers and simply learn to conflict interaction in the confrontation of system parties. And of course, turn to voters directly, talk with people, tell about yourself and your ideas, to show that politics is not necessarily bosses from the TV.
