The retired Colonel of the GRU Vladimir Kvachkov did not return from the hospital in IK-5 strict regime for former security forces in the village of Lepley of the Zubovo-Polyansky district of Mordovia, where since 2013 he was serving an eight-year term. This was reported by Gazeta.ru with reference to the lawyer Politzeck Oksana Mikhalkin. According to the lawyer, Kvachkov was discharged from the hospital, but in IK-5, according to the administration, he did not arrive.
Meanwhile, as the Moscow Komsomolets reports , the wife of Colonel Nadezhda Kvachkova called IK-5 and they told her that Kvachkov had “left”, but did not explain exactly where, how and why.
The colony also informed the Supreme Court of Kvachkov, where a complaint about the decision of the Moscow City Court on the prohibition of the People’s Defense named after Minin and Pozharsky , founded by a colonel, should be considered. The court at the request of the defense demanded that the colony ensure Kvachkov’s participation in the meeting through video communication. However, IK-5 sent a telegram with the message that Kvachkova was not in the institution.
At the same time, as RIA Novosti reported on Thursday, the Federal Penitentiary Service of the Federal Penitentiary Service said that information about the absence of Kvachkov in IK-5 "is not true." “He is in the same colony as earlier,” the prison department was assured.
As RAPSI previously transmitted , on July 10, Zamoskvoretsky District Court of Moscow rejected the claim of the 66-year-old colonel against the leadership of the FSIN and the Ministry of Health, filed in connection with the non-ordering of medical care. “The court made this decision in the absence of the defendants, and even a written objection on their part was not presented to the court,” Mikhalkina noted.
The lawyer announced the need for a new medical examination of Kvachkov in mid -May. At the colonel, she explained, the old fragmentation wounds of the back of the head are festering. “There is a direct instruction of the Ministry of Health that in such cases it is necessary to conduct a new medical examination, and if there are appropriate indications, to conduct a surgical operation,” Mikhalkina said. She added that Kvachkov has other diseases. “But they do not conduct a medical examination of his health status in the colony,” the lawyer concluded.
On February 24, it became known that Kvachkova was sent for 15 days to a schizo. It was claimed that the reason for this was the refusal of the political prisoner to remove the icons that he put in his detachment.
This was not the first time Kvachkov got into a schizo. In October 2014, he had already received 10 days of the insulator as a result of provocation of prisoners cooperating with the administration. After leaving the schizo, Politzeck was sent to a detachment of strict conditions of detention. In mid -November, Kvachkov and all the other 17 prisoners of the SUS detachment turned to human rights organizations in Russia with a letter, which told about the gross violations committed by the FSINITS.
In February 2013, the judge of the Moscow City Court Pavel Melekhin sentenced Kvachkov to 13 years in a maximum regime on charges of terrorism and the preparation of an armed rebellion. In July of the same year, the Supreme Court excluded the charges of terrorism from the case and reduced Kvachkov with a period of up to eight years .
The court considered proven that activists of the People’s Militia named after Minin and Pozharsky planned to seize power in the city of Kovrov, Vladimir Region, and from there to move to Moscow. Kvachkov himself said that he was preparing partisans in case of war with a foreign aggressor. At the same time, in court, he defended the right to an uprising.
On July 1, 2015, the FSB searched Kvachkov’s apartment . The search was held in the case open against the employees of the Algorithm publishing house in connection with the publication of the colonel’s book “Who rules Russia”, which was recognized as extremist . However, the security forces did not find anything in the Politsek’s apartment to interest them.
